For all government officials who have not previously filed returns in 2022 and 2023, there is a deadline of January 31, 2024 to complete them. At the moment, many declarations are missing from the register of the National Agency for the Prevention of Corruption (NACP). The majority of deputies and members of the Cabinet of Ministers did not provide their income and expenses voluntarily. However, by the end of January their declarations will be available for review.
However, there are also those who voluntarily reported to the NACP even before the return of mandatory declaration. Among them, for example, are the majority of deputies from Servant of the People. But Prime Minister Denis Shmyhal, elected by this faction, did not take advantage of the opportunity to voluntarily fill out the declaration. Now he must do this by the end of January next year.

- David Arakhamia
David Arakhamia, head of the Servant of the People faction, was involved in business before his political career, and this is how he can explain the condition in his declaration. And although in his interviews he mentioned much larger amounts of earnings than he actually declared, Arakhamia is officially a dollar millionaire.
Victoria Arakhamia declared income from business activities in the amount of UAH 1 million 677 thousand. Pavel Petrichenko paid her this money. She received 2 million 421 thousand UAH from Progress Autotrade Kyiv. And another 69.7 thousand UAH - social payments from the Kyiv Center for the Calculation and Implementation of Social Payments.
David Arakhamia, as head of the faction, earned 418.1 thousand UAH per year. Taking into account the wife, the family’s annual income reached UAH 5.2 million. This is approximately 433 thousand UAH per month.
The politician's family keeps most of its assets in cash. His wife keeps UAH 2.7 million in cash. And he – 900 thousand dollars (250 thousand of them are common property with his wife) and 100 euros. Arakhamia has about 1.2 million UAH in PrivatBank. He keeps 20 thousand dollars in Universalbank, and in this bank he also has a relatively small amount in his account - 27.3 thousand UAH.
Property. Arakhamia still remains registered in his native Nikolaev, although he lives in the suburbs of Kyiv - the village of Vita-Pochtovaya. He only has Ukrainian and diplomatic passports. In Vita-Pochtovaya the family has several plots of land and a building with an area of 295.7 square meters. Arakhamia purchased this property a few months before receiving the status of people's deputy for 983 thousand UAH. Although the market value of such housing in an elite suburb can be many times higher.
Since 2016, he also owns an apartment in Kyiv (70.5 square meters), part of non-residential premises with a total area of 621.3 square meters in Nikolaev, his son has an apartment in the same city with an area of 153.2 square meters. Arahamia's wife Victoria owns a large amount of jewelry from famous brands: Cartier, Bvlgari, Chopard, Breguet, Rolex and Breitling. The cost of all these decorations is not indicated in the declaration. The family also has an ATV and three cars: Mercedes-Benz S 350 D (2017), Audi Q-4 E-TRON (2021), Mercedes-Benz V300D (2021).
- Ruslan Stefanchuk
The head of the Verkhovna Rada, Ruslan Stefanchuk, also voluntarily submitted a declaration earlier than the established deadlines. He and his wife own a plot of land in the suburbs of Kyiv - the village of Belogorodka (1008 square meters), and in Khmelnitsky the speaker has an apartment with an area of 93.4 square meters. And his wife has part of an apartment in Yarmolyntsy, Khmelnytsky region, with an area of 49.8 square meters.
The couple also have an apartment in Kyiv with an area of 101.8 square meters and a garage. In Belogorodka, Stefanchuk and his wife are building a country house with an area of 270 square meters. Judging by the declaration, Stefanchuk loves books (he has 5 thousand copies of non-fiction books). He also has an old icon.
And his wife has jewelry among her valuable property. The head of the Verkhovna Rada has a Mitsubishi Outlander (2018), and his wife has a Renault Captur (2015). During the year, the speaker earned 718 thousand 333 UAH in the Rada as a salary and another 478 thousand 833 UAH as compensation for expenses. This is about 99.7 thousand UAH per month. Svyatoslav Gavrilyuk paid him another 65 thousand UAH per year for renting real estate. For the title of academician, Stefanchuk received 51.5 thousand UAH (also for the year).
Stefanchuk’s wife is a professor at the Department of Justice at the Faculty of Law of Taras Shevchenko Kyiv National University. Her salary for the year amounted to 526.9 thousand UAH. The couple has 15.6 thousand euros and 49.1 thousand dollars in cash.
- Vsevolod Knyazev
The former chairman of the Supreme Court, Vsevolod Knyazev, who is now under arrest and suspected of bribery, also managed to submit a declaration. Last year, on average, he earned UAH 375,829 monthly. This is 4.5 million UAH per year. In addition, he received 62.5 thousand UAH from the National University of Shipbuilding named after. Makarova. His wife earned UAH 273.4 thousand from business activities. And she received another 720 thousand UAH from the alienation of property. Knyazeva received 708.6 thousand UAH of insurance payments from Express Insurance and 2.5 million UAH as a gift from Anatoly Moroz.
The judge's declaration has several other features. He officially took 1 million 65 thousand dollars in cash and jewelry from his loved ones. He supposedly must keep them and return them upon request. And if during a search a huge amount of American currency and jewelry are found in his houses, he can always remind him that all this officially does not belong to him. It’s just that relatives, instead of using the services of banks or storing valuables at home, take them to the former judge’s home. And he, of course, accepts a million dollars for safekeeping.
Knyazev also owns a Mercedes-Benz GLE 250. In Kiev, he rents an apartment with an area of 133 square meters, and in Nikolaev he and his wife have several real estate properties.
Declarations are not only a way to get into someone else’s wallet. It also helps identify signs of corruption. An official or deputy who has registered all his real estate in the name of his wife, has a huge amount of real estate, or has taken millions of dollars “for safekeeping” should rightly raise questions from both Ukrainians and law enforcement agencies.
