In the Chernihiv region, a businessman from Atroshenko’s orbit is unauthorizedly building a plant near the burial site of Siberian gas - investigation

The forest was cut down and the territory was “cleared”: in the village of Shestovitsa in the Chernihiv region, preparatory work for the construction of an industrial facility continues in full swing. At the same time, the mysterious plant appears to be being built without the necessary permits, which has led to a wave of discontent among local residents. People are afraid that the businessmen’s plan could end in tragedy, because there was a dangerous burial site on this territory.

What angers the community? In what cases did businessman Sergei Maslennikov manage to appear before this? And what does this have to do with Vladislav Atroshenko, ex-Chernigov, who was removed due to corruption? Details of the potentially dangerous situation in Šestovice

As the editors learned, last year, near Shestovitsa, preparations began for the construction of something similar to a large industrial facility. At the same time, it turned out that the site has a purely agricultural purpose. And community members oppose the appearance of any factories nearby because they are concerned about the state of the environment.

“There were concrete pipes that drained the water. So they violated them. There were silo pits. They wrapped it all up and leveled the pile. Then they cut down the trees and forest plantations that were around the fodder yard and around the farm. And they threw everything that was not needed off the cliff,” says village resident Lyudmila Kruglova.

Moreover, according to locals and according to a number of supporting documents, near the future development there are cattle burial grounds - burial places for cows that died from anthrax. And this is a deadly acute infectious disease that can affect animals and people. Therefore, according to the law, in such cases, any construction work within a kilometer radius must be strictly prohibited.

Despite this, eyewitnesses note that construction on the territory is in full swing.

At the same time, the developers do not seem to take into account either the danger of the site or the damage that the work causes to the local community.

According to Lyudmila, businessmen began to move large masses of soil, using a bulldozer to disturb the asphalt road along which peasants traditionally traveled to the nearest city. There was an expensive connection, an asphalt road. In addition, perhaps, without having permits, they connected to the power grid and began producing fence structures.

The StopCor team went to the Chernihiv region and saw with their own eyes that there was indeed a fence installed around the site.

“Usually some secret or strategic objects are surrounded this way. Although we remember that behind this barbed wire and two-level fence is ordinary agricultural land. Why, despite the lack of permits on the site, preparatory work is taking place - we decided to ask the village head. But, by a strange coincidence, the head disappeared immediately after our communication with local residents,” comments Olga Levitskaya.

However, the media managed to communicate with the head of the Kyiv community, to which Shestovitsa reports.

From a conversation with the head of the Kyiv village council Andrey Golovach, the Stopkorovites finally learned that it was planned to build a machine-building plant on the indicated site. And permission to develop a detailed plan for the territory was granted, despite the discontent of the peasants at public hearings. The issue was resolved by convening a conciliation commission.

“To find a compromise,” assures the head of the village council. He also says that the locals “made such a problem, but there is no problem there.”

Why does Mr. Golovach so ardently support entrepreneurs and not fellow countrymen? According to him, everything is simple - they paid 600-700 thousand UAH. tax, which made it possible to “tighten up” some problems with the budget. It turns out that the plant has not yet been built, but is already paying taxes? The editors of StopCor sent a clarifying request to the village council regarding what they officially receive the tax for, and are now waiting for an answer.

Who is planning this scandalous construction in the Chernihiv region?

The initiator of the construction of the plant was Sergei Maslennikov, a Chernigov entrepreneur. He owns the MAGR group of companies, a manufacturer of woodworking equipment and equipment for the production of building materials. It is noteworthy that, unfortunately, there is no Ukrainian version on the website of the MAGR company, there is only the language of the aggressor country.

Mr. Maslennikov, according to media reports, worked closely with the city council; he is also credited with connections with the ex-chairman of the city Atroshenko (namely with the scandalous tenders for the purchase of glass stops at the price of apartments). It was reported that SAPO and NABU suspected the entrepreneur of embezzlement of state property. According to the investigation, acting in collusion with the ex-minister of defense, Maslennikov allegedly caused damage to the state in the amount of 32 million hryvnia.

In addition, during the war, the businessman noted the purchase of an Aston Martin car, the cost of which in Ukraine starts from 10 million UAH.

What is happening with construction in Šestovice?

Journalists suggest: in order to build a plant on this site, Sergei Maslennikov’s wife probably purchased an agricultural plot of 6 hectares near the village, and another of Maslennikov’s companies, Inspetsprom, registered the location of a legal entity in the village.

But according to the chronology, without any permits, despite the existing ban, preparatory work for construction begins on placing within a radius of 1000 meters from the possible burial sites of animals that died from anthrax.

And after the indignation of the village residents, the authorities seemed to take Maslennikov’s side, holding a conciliation commission, where the entire composition voted “for” granting permission to develop a detailed plan for the territories. Thus, the matter is moving towards changing the purpose of the site, despite the denial of the community.

How does the Maslennikov side comment on this story?

Representatives of StopCor tried to find Maslennikov to get a comment from him, but this turned out to be difficult. At the businessman's place of residence, a woman who resembled his wife directed reporters to work.

And at the registration address of the MAGR company, no one answered the door. Maslennikov also did not respond to direct calls. And finally, the company’s telephone number indicated to journalists that the company… was not working.

Interestingly, near the future plant, media workers recorded a car in which the entrepreneur was supposedly driving. But for some reason, in the middle of the road, she changed the direction of her movement.

So what is businessman Maslennikov hiding, and how will the story of building a plant in a potentially dangerous area end? StopCor continues to monitor the course of events and calls on the competent authorities to pay close attention to what is happening in Shestovitsa.
