In the Lviv region, Kozlovsky’s people earned 150 million a week from the resale of land: details of the scheme

People close to businessman Kozlovsky earned 150 million from the resale of land that they received for free from deputies. How did this happen and what does Andrei Sadovoy have to do with it? Who participated in this scheme and who owns 17 hectares of land as a result?

At the end of March, 17 hectares of land were resold in Lviv, which brought the beneficiaries of the transaction at least 150 million UAH. In addition, they have at their disposal another 5 hectares of land, located near one of the most built-up areas in the north of Lviv.

A company associated with LGS deputies Yuri Lomaga and Alexey Poroshitel sold 22 hectares of land in the residential area “Pod Goloskom”.

In recent years, a plot of land measuring 22 hectares in the residential area “Pod Goloskom” was given away free of charge. Deputies of all factions of the Lviv City Council voted for this decision and this decision was signed by Mayor Andrei Sadovoy.

The land was received by the Podgolosko gardening society, whose activities were discontinued on January 17, 2023.

Then the plots became the property of the Prostor Art and Exhibition Gallery, which in February of this year was renamed FLO Lviv, whose activities were also discontinued in June 2023.

This company was created by Lviv City Council deputy Yuriy Lomaga (Eurosolidarity). Miroslava Drozdovskaya, who was the director of Podgolosk, is registered at the same address as him. Subsequently, the company “FLO Lvov” was transferred to the non-public Orest Bilko.

For example, Bilko owns a plot of land in the Maiorovka tract, in the Vesna horticultural cooperative. Next to him on the ground there are Yuri Lomaga and Miroslava Drozdovskaya.

In 2021, Bilko bought four apartments in an old building close to the Vinnikovsky Market. The first two apartments were sold to the Galitsky Shlyakh private enterprise in December 2022, and two were transferred to this company on March 16. “Galician Way” belongs to deputy Alexey Reznik and it was his company that became the dubious owner of the “Vinnikovsky Market”.

Non-public Bilko Orest Nikolaevich, in addition to FLO Lvov, was the owner of such companies as DAVFIN LLC and LORESTIN LLC and is currently the owner and founder of BIKOK LLC.

According to NG.Lvov, all these people are connected with businessman Grigory Kozlovsky. He owns one of the largest tobacco factories in Ukraine and was elected to the Lviv regional council from Eurosolidarity, and also has his own football club, Rukh.

Who exactly were the accomplices in the alleged scheme?

Yuri Lomaga was closely associated with fellow party member Alexei the Ripper, and for many years worked with businessman Grigory Kozlovsky. In the summer of 2023, the relatives of the Ripper and Lomaga won a lawsuit in the executive committee of the city council. The court concerned the reconstruction of non-residential cottages into residential apartments for close relatives of deputies of the Lviv City Council from European Solidarity - Alexey Reznik and Yuriy Lomaga.

We are talking about a complex of cottages in Bryukhovichi, which were built near Lake “Plotiki” under the guise of an entertainment and entertainment complex. They were purchased by private individuals, who then resold some of the houses. In the fall of 2022, relatives of the Ripper and Lomaga became the new owners of some of the cottages.

Miroslava Drozdovskaya, who is registered at the same address as Lomaga’s children, also filed a claim for the reconstruction of the cottages.

Ripper and Lomaga are honored lawyers of Ukraine - they received this title by decree of President Poroshenko. And when they both went into local politics, there was no question of choosing a party. Lawyer friends were elected deputies from European Solidarity, also became millionaires, and led a number of projects in the construction sector of Lvov. And everything was fine until October 27, one of them, Yuri Lomaga, suddenly died of a heart attack.

Both of these characters, the Ripper and Lomaga, share the status of lawyers and business partners of millionaire Grigory Kozlovsky.

What is known about businessman Grigory Kozlovsky?

Grigory Kozlovsky owns one of the largest tobacco factories in Ukraine and was elected to the Lviv Regional Council from Eurosolidarity. In 2020, the businessman declared more than 36 million hryvnia in income and 140 million in cash.

In addition, Grigory has his own football club “Rukh” and has transferred a lot of real estate in Lvov to his one-year-old (!) son. As noted in the corresponding document published on the website “Our Money Lviv”, Yarem Kozlovsky received a house with an area of ​​approximately 4.2 thousand square meters on April 9, 2021 on the basis of a gift agreement. He is the fifth and youngest child of Grigory Kozlovsky.

As it turned out, this was not the first time Yarema Kozlovsky became the owner of real estate. On February 3 of this year, he was assigned an apartment and two parking spaces at 37 Lychakovskaya Street - this is the Avalon 37 residential complex. On the same day, he received ownership of two premises of guest house-boathouses in Vinniki with a total area of ​​almost 300 square meters. m. The address coincides with the “Football Academy” of Grigory Kozlovsky near Lake Vinnikovskoye.

On February 18, he was given four apartments on the street. Lipinsky, 29g in the Avalon Time residential complex. And this is not the only gift that day - there was also a house in Skhidnytsia with a swimming pool of 249 square meters.

Who ended up taking possession of the land?

FLO Lviv LLC began a large-scale sale of accumulated land. In the week from March 22 to 29 alone, the company sold almost 17 hectares in three parts, earning at least UAH 150 million. This is evidenced by the standard monetary valuation of the plots sold, as well as one of the sales contracts. Thus, today FLO Lviv owns just over 5.1 hectares.

The new owners of the land were the companies Porterra Group, Monoland, Arktos-Land and the aforementioned Linter-Plast. All these companies are united by common beneficiaries - Andrey Ugrin, Andrey Krinitsky and Yaroslava Vityk, and they, in turn, are connected by the common construction brand “Aurum”.

71-year-old Yaroslava Vityk, together with Krinitsky and Ugrin, is also a co-founder of Mega-Tech LLC. She is the mother of Orest Vityk, former deputy head of the State Fiscal Service in the Lviv region and acting. duties of the head of the State Tax Service in the Kyiv region.

What schemes was Orest Vityk involved in?

At the end of May, dubious personnel changes took place in the State Tax Service of Ukraine. The recently appointed deputy director of the excise department of the State Tax Service of Ukraine, Ivan Levkin, moved to Lvov. He is associated with the ex-head of the tax office Sergei Verlanov and Orest Vityuk (Vitaly Voityuk is also one of the three friends).

According to the data, the volume of monthly bribes for tax officials and law enforcement officers on the market for illegal alcohol production is about $4 million per month. Today, the average production volume of shadow alcohol is 150 - 200 million liters per year. The shadow income of producers (without paying taxes) is 940 million hryvnia per month. Legal vodka producers use shadow alcohol to produce tax-free products worth UAH 1.2 - 1.5 billion. per month.

There are only formal inspections of manufacturers of excisable products with minor additional charges.

It was for further control of the “excise tax” of the Lviv region that the deputy director of the department for control of excisable goods, Ivan Levkin, was transferred there to the position of head of the tax audit department at the State Tax Service in the Lviv region - strengthening communication between shadow producers of excisable goods and the leadership of the State Tax Service of Ukraine.

Instead of reconstruction - another residential complex

It is proposed to develop the territory of the former winery with housing, a sports and entertainment complex and an apart-hotel. The property on the territory of the plant belongs to the company created two months ago by the former chief tax officer of the Lviv region, Orest Vityk, associated with the construction company Auroom.

The design area covers the territory of the former winery with a total area of ​​4.67 hectares on the street. Walk, 26-26a. At the beginning of the 19th century. On this territory there was the estate of the lawyer Francis of Wenglinsky. The estate was subsequently acquired by restaurateur Johann Distl and brewer Johann Klein. During Soviet times, the estate was turned into a wine bottling plant “Ukrvino”. The winery ceased operations in 1999, and in 2017 a large-scale fire broke out on the territory, destroying a significant part of the property. Since then, the territory of the winery has been abandoned.

At the beginning of August it became known that the company’s property would be sold at an auction in Dnieper. Then the mayor's office warned potential buyers about the scam, because the property put up for auction was under arrest; in addition, on one of the walls of the plant there was a ceramic panel “Grape Harvest” from 1972 by famous Lviv artists Grigory Kichula and Yaroslav Sheremeta. However, in September 2019, the winery was sold at auction for UAH 6.6 million. A little-known company from Dnepr became the new owner, almost immediately contributing the property to the authorized capital of a new company with a similar name - CH Construction and almost immediately transferring it as collateral against a 6 million loan to Santa Maria Invest Inc., based in the USA. The owner of the company at that time was Roman Yatsik, a Lviv priest, head of the UGCC parish in the village of Krotoshin.

Let us note that, according to the register of rights to real estate, since August 2023, the buildings of the former winery belong to Attelmayer-Invest LLC, which was the customer for organizing the architectural competition. The company was registered just two months ago and belongs to the former chief tax officer of the Lviv region, Orest Vityk, and Lviv businessman Andrey Soltys. Orest Vityk also owns a company in the orbit of the large Lviv construction company Auroom - Aurum Tower.

Now, it seems, Vityk does not work for the tax office, because since May 2022 he has been the head of Aurum Tower LLC.

Orest Vityk’s wife Irina, according to his old declarations, received income from companies called “Aurum” and is a co-founder of Aurum-City LLC, Aurum IV housing cooperative, Aurum Tower IV housing cooperative and others.

The Aurum website reports on four residential complexes in Lviv and six more residential complexes that are under construction.

Andrei Sadovoy signed the decision on the free transfer of land and thereby allowed deputies of the Lviv City Council to profit from the state budget. The accomplices of the scheme, who are closely associated with businessman Grigory Kozlovsky, were able to earn at least 150 million UAH. on the resale of land.

We turn to Andrey Sadovoy and Grigory Kozlovsky with a request to comment on the situation regarding the free receipt by FLO Lvov LLC through the Podgolosko society of a land plot of 22 hectares in the residential area Pod Goloskom and the subsequent transfer of these lands into private ownership.
