NABU and NAPC “buried” the corruption case of Odessa Regional Council deputy Oleg Kutateladze

NABU and NAPC “buried” the case of false declaration of property worth 70 million hryvnia by Odessa Regional Council deputy Oleg Kutateladze.

In November 2021, the then head of the NAPC, Alexander Novikov, in an interview with the publication Fakty, said the following about the deputy: “The largest undeclared amounts during inspections were identified from deputies of local councils. In particular, deputy of the Odessa Regional Council Oleg Kutateladze forgot to include 69.9 million hryvnia in the declaration.”

Oleg Kutateladze is a lawyer, businessman, co-owner of the private port TIS (TIS) and head of the legal department of Transinvestservice LLC. This is from a group of companies where the co-owner is the Hungarian citizen and oligarch from Russia Alexey Fedorichev, who is being pursued by NABU for a number of crimes against Ukraine.

In January there was information that the NABU opened a case against Kutetaladze under No. 5202100000000620. However, there is nothing in the register of court decisions on it. They also do not answer regarding the investigation against the deputy of the Odessa Regional Council and the NAPC. They simply decided to “bury” the case.

Let us recall that in the declaration the deputy indicated almost 20 residential and country houses with a total area of ​​3.4 thousand sq.m. He and his family members own six land plots with a total area of ​​84.5 hectares in Odessa and the region. In addition, Oleg Kutateladze owns a church building with an area of ​​357 square meters in Odessa, and his wife Valentina Mushinskaya owns a boat rental point in Koblevo, the Vita Park recreation park and other real estate.

According to the results of a full audit, Kutateladze hid in the declaration a house in Odessa with an area of ​​346 square meters, which belongs to his wife. In addition, the declaration does not indicate the registration number of the church building, office with an area of ​​410 sq.m., office with an area of ​​88 sq.m. and other real estate.

Kutateladze does not have his own car, but since 2010 he has been using a Toyota car, which belongs to the company TIS LLC, indicating that the model “is not used.” During a full check of the declaration, it was established that the vehicle was a premium SUV Toyota Land Cruiser.

According to the declaration, Kutateladze owns shares of the Nobilis investment fund worth 1.95 million hryvnia. He also noted in the declaration that he owns the corporate rights of TIS LLC (14.7%), TIS-Container Terminal LLC (18.48%), TIS-Ugol LLC (14.73%), LLC TIS-Ruda" (6.06%), Transconcordia LLC (24.47%), Transvales LLC (5%), Wisteria LLC (5%), First Gas Terminal LLC (20%) , Consul LLC (30%), TIS-14 Prichal LLC (18.48%), Kraken Invest Asset Management Company LLC (30%), Port Materials Management LLC (30%), LLC “KF Trust” (10%), LLC “Law Firm Kartuzov and Partners” (37%).

Also, Oleg Kutateladze and his wife own Transvales LLC, Vita-555 LLC, Valenta-888 LLC, Wisteria LLC, Transoil LLC, New Se Processing LLC, Warm House South LLC, LLC “Voskhod”, LLC “Rud-trans”, LLC “Alfa Astra”, Logus Investmants S.A., LLC “Valletta-travel”, PE “Orange Train”, PE “Red Train”, PE “Blue Train”, Green Train Private Enterprise, Yellow Train Private Enterprise, Villa Valletta LLC, AAS Private Enterprise, Greenland Cottage Park LLC, Brol Plus LLC, Brol Plus LLC, Phoenix-Trade LLC, LLC “Phoenix-trade”, LLC “Greenland Cottage Park”, HIQUE MANAGEMENT LTD.

However, according to a complete check of the declaration, Kutataledze incorrectly indicated information about the companies he owned and his share in the authorized capital. Instead of 14.7% of the authorized capital of TIS LLC, he owns only 4.56%. In TIS-Container Terminal LLC, as of December 31, 2020, Kutateladze was not a founder, and in TIS-Ugol LLC, instead of 14.7%, he owns 15.5%.

The NACP also identified other inconsistencies in the data on corporate rights specified in the declaration. During a full audit of the declaration, the NACP discovered that Kutateladze did not indicate a number of companies in which he and his wife are the ultimate beneficiaries. In particular, he “forgot” to indicate Recreation Center Avtomobilist LLC, Infrastroy-port LLC, AMC Kraken Invest LLC and others.
