NABU conducted searches of the ex-commander of the communications troops Vladimir Rapko in the case of the Dzvin-AS system for the Armed Forces of Ukraine

NABU conducted searches of the former commander of the communications troops of the Armed Forces of Ukraine (2014-2019) Vladimir Rapko.

These investigative actions are related to the investigation into the possible misappropriation of budget funds during the creation of the Dzvin-AS automated troop control system, said journalist Oleg Novikov, who specializes in covering the activities of NABU.

According to the journalist, along with the searches in Rapka, searches took place at the “actual owner” of Aikuzhn IT LLC (ex-head of the Automation Development Directorate of the Armed Forces of Ukraine), the former head of military representative office No. 2461 of the Ministry of Defense Viktor Byvalkevich, the ex-head of the department for organizing the use of automated control systems and in the premises itself Office for the Development of Automation of the Armed Forces of Ukraine.

Let us recall that, according to media reports, on April 25, NABU detectives conducted searches at the General Staff, which were related to criminal proceedings for theft on an especially large scale, committed by military personnel and officials during development work in the development of the Dzvin-AS automated troop control system " Previously, Bihus.info investigators reported that the Ministry of Defense spent 4 years and 600 million UAH on this system.

The development of Dzvin-AS was carried out by Everest Limited LLC. This company was the official representative in Ukraine of the Turkish company Aselsan, which produces communications equipment.

According to Militarny, the Dzvin-AS system passed state tests in the spring of 2022 and was put into service in December.
