NABU is investigating how ex-leaders of NAPC issued “business trips” to Shabunin

The National Bureau of Investigation has opened criminal proceedings in which it is checking on what grounds Vitaly Shabunin received business trips to the NAPC from the military unit where he allegedly served. At the same time, he receives 43 thousand UAH monthly, which includes “combat” payments to the military personnel

This is stated in a letter to NABU, which was published by journalist Vladimir Boyko.

NABU opened a case on the fact of abuse of official position by the ex-chairman of NAPC Alexander Novikov and his ex-deputy Artem Sytnik.

Officials repeatedly wrote letters to the military unit with a request to send Shabunin to the National Agency.

“It is clear that soldier Shabunin did not serve in the NAPC (this is impossible in principle), but lived at home, drank in Kyiv gendeliki and was engaged in business. And these letters were needed to pay the draft dodger Shabunin a salary and additional remuneration under martial law,” writes Boyko.

According to Law and Business, based on these letters, Shabunin did not appear at the military unit for six months. And payments to him caused material damage to the army, which is 100 times higher than the tax-free minimum income of citizens.

Shabunin’s declaration for 2022 states that in total he received cash allowance and additional remuneration in the amount of UAH 584 thousand. In general, his income from business activities amounts to more than 1.5 million UAH. in 2022 and almost 2.26 million UAH in 2023.

At the same time, in his blog, Shabunin stated that Novikov’s appointment as head of NAPC cost him 11 thousand dollars. Because he, as a member of the commission for selecting the head of the National Agency, was unable to obtain a tax amnesty for paying taxes on the restoration of his destroyed house.

From this, Boyko concludes that Novikov, by sending letters about business trips to NAPC, could thus try to compensate Shabunin for lost funds.

Let us recall that earlier the Command of the Defense Forces appealed to the State Bureau of Investigation with a request to prosecute the commander of the military unit where Shabunin “served” for providing illegal business trips and payments.

And the State Bureau of Investigation is investigating a number of criminal cases against Shabunin, in particular, evasion of mobilization, forgery of NACP documents, illegal use of humanitarian aid and the appropriation of a Nissan Pathfinder jeep, which volunteers handed over to the Armed Forces of Ukraine.
