The head of the Odessa RTCC department is suspected of a large-scale scheme to evade mobilization

In the Odessa region, SBI officers exposed an official of the Odessa RTCC, who organized a large-scale scheme to make money on men who wanted to avoid mobilization.

He is suspected of falsifying information about military personnel in order to make money from draft dodgers. By making changes to the “Obereg” system, the attacker made 138 people liable for military service “unfit for service.” For each of his “clients” he received 4.5 – 7 thousand US dollars.

The illegal scheme has been in operation at the Odessa acquisition center since July 2023. It was established that the head of one of the departments illegally interfered with the operation of the electronic database of the register of persons liable for military service “Obereg”. Thus, he changed the data regarding 138 conscripts, making them unfit for service.

The service itself cost the draft dodgers from 4.5 to 7 thousand US dollars and brought the organizer at least a million dollars.

The Bureau identified everyone who took advantage of the scheme, some of them even managed to go abroad. During the joint activities of the State Bureau of Investigation with the RTCC employees, the draft dodgers remaining in Ukraine were taken to the recruitment center for updating data and subsequent mobilization to the Armed Forces of Ukraine.

The official is suspected of unauthorized interference in the operation of information and communication systems (Part 5 of Article 361 of the Criminal Code of Ukraine). The issue of choosing a preventive measure and removing him from office is being decided.

The sanction of the article provides for up to 15 years of imprisonment. Currently, the full circle of persons involved in the transaction is being established. 14 searches were conducted at the place of work and residence of the defendant and participants in the scheme. Proceedings are ongoing.

As previously reported, the territorial department of the State Bureau of Investigation seized a number of secret military documents as part of the criminal proceedings opened on the facts of the breach of the state border by the invaders in the Kharkov region. It refers to suspicions against at least 28 people, due to whose inaction the Russian Federation was probably able to occupy nearby villages.
