The head of the medical service of the 82nd separate air assault brigade, Anton Shevchuk, who asked the Medical Forces Command to replace low-quality Chinese tourniquets and asked volunteer Oksana Korchinskaya to help with this, was given a “severe reprimand.”

Shevchuk’s direct speech: “As soon as I arrived at the brigade at the end of April, I asked the then chief of medicine what was going on with the first aid kits. To which they said that first aid kits had been issued, each with two turnstiles, there were no problems.
Then, on July 11-12, when we were preparing to enter hostilities, I checked the first-aid kits and saw Chinese turnstiles with a German sticker and Lithuanian instructions - this killed me a little... For some of the guys who were already performing tasks at that time, I replaced the turnstiles from the reserves brigades.
On July 12-13, I verbally addressed those who supply us, this is higher than the brigade (Shevchuk does not name which body we are talking about - UP), they told me: either there are no turnstiles, or an investigation with a commission is necessary. On July 14, I submitted an application to the KMS to replace the turnstiles. In a personal conversation with the command, I was told that there are no turnstiles in the warehouses.
On July 18, I saw Oksana (Korchinskaya - UP) and asked her to help change the turnstiles. They called me and said that a commission from KMS was coming to us to check the quality of the tourniquets - as I later found out, they simply took out the packaged tourniquets, the combat medics put them on the limb and checked the pulse. Then a post appeared that the turnstiles do not need to be replaced. The former chief medical officer of the brigade convinced me that everything was fine with the turnstiles.
But on July 22, we received an order (permission - UP) to replace the tourniquets, and later I applied to replace the occlusion stickers, which were also crap. The occlusion stickers were replaced immediately.
I was told that there was a big commotion. As far as I understand, there were two deputy appeals to the KDSHV - they diligently tried to convince me that it was because of me, but I didn’t even know those deputies.
There was an investigation, I wrote that I first submitted an application... I didn’t want to make it a scandal, I understand perfectly well that the country is at war and any attacks on the army are not something positive. But I couldn’t let the guys go into battle with the Chinese turnstiles.
I still haven’t received my reprimand, even though it was dated July 27th. He is for the fact that I did not convert out of subordination.”
Details: officially the order states that the chief medical officer of the 82nd brigade violated five points of the Charter of the Internal Service of the Armed Forces of Ukraine (concerning the duties of a serviceman, the duties of the head of the service, the order and sequence of reports) and one of the points of the Disciplinary Charter of the Armed Forces of Ukraine (relating to the obligations of military discipline).
An official reprimand is the third most severe disciplinary action out of the nine existing ones.
From its sources, the UP also received the results of an internal audit of the Military Law Enforcement Service of the Ukrainian Armed Forces dated August 1, which in particular related to the situation with the issuance of low-quality first aid kits to the 82nd brigade. The results of the inspection were signed by the head of the VSP service of the Armed Forces of Ukraine Vladimir Gutsol.
The document, with reference to the decision of the commission that came to the brigade from the KMS, states that “the information about the inadequate quality of the tourniquets is unconfirmed by the personal opinion of the head of the medical service A.A. Shevchuk.”
This contradicts the results of testing the turnstiles at the state-owned enterprise Ukrmetrteststandart, which showed that the turnstiles do not hold the required pressure.
And also, in fact, to the statement of the KMS dated July 24, in which the Medsil command reports that “in order to prevent harm to the life and health of military personnel,” it will nevertheless replace the Chinese Tourniquet AZ-G6 turnstiles with high-quality American SOFT-T. In the end they were indeed replaced.
The number of low-quality turnstiles that the KMS initially issued to the 82nd brigade exceeds 10 thousand pieces.
