The know-how, and possibly the old one, the theft of budget funds in Kremenchug was adopted by the Cherry City Council of the Kyiv region, when purchasing warning systems.
“Armed” with knowledge and information when preparing tender documents from Kremenchug, Vishnevoye no longer invited a letter of recommendation from Motorola, but certificates for equipment. To give you an idea, the number of certificates in the country for different types of products is 1600 or more.
As they say, “a holiday is never empty.”
The scheme works flawlessly and completely. Of course, such a number of certificates invited by the city council were prepared in advance by one company, which came to participate in the tender when city council officials artificially narrowed the circle of participants.
As follows from the appeal of the complainants to law enforcement agencies, and to the State Autonomous Inspectorate through the PROZORRO platform, from the documents themselves provided by the company AGNI ENGINEERING LLC, which was recognized as the winner, the company has no experience in performing such work, and a similar agreement, as required in the tender documentation , did not provide. But such violations of the current legislation did not stop the customer of the tender, because the company reduced the price with a total cost of 3 million UAH by only 6 thousand UAH.
And here comes the main thing, as they say “the cherry on the cake”, the price of the equipment was 3 million UAH for 6 warning systems, while the price for similar equipment that Makarovsky Society purchased in March was 30 warning systems - 7 million UAH. In both cases, the manufacturer is the same - NPF Brand Master Plus LLC.
In Vyshneve they want to purchase systems for 500 thousand UAH, when in Makarov a month ago they cost 230 thousand UAH per unit.
This is how Vishnevoye decided to purchase expensive systems using budget funds. And the expected cost was prepared in advance and the conditions were written down in the tender documentation so that no one would interfere with the theft and division of public funds.
Of course, such actions, especially during war, do not go unnoticed by society. The public organization “Association of Social Partnership” has already appealed to SAP, Kiev OV, Cherry City Council to cancel the tender.
We hope that common sense will prevail over greed and corruption.
