NAPC held a tender for the purchase of services for conducting a nationwide survey on corruption. For this survey, by the end of the year the National Agency for the Prevention of Corruption will pay almost 2 million hryvnia from the budget.
The strange thing about this is that it is carried out by the NAPC, which is supposed to monitor the income of officials.
The tender was announced on June 18, applications were accepted in less than two weeks - until July 1.
On July 4, NAPC chose the winner of the purchase; it was the company INFO SAPIENS LLC, offering the cost of the service - 1,736,766 hryvnia. This is the only company that submitted a proposal for this tender.
According to information from public registers and the Youcontrol website, this company had already won tenders during the war to conduct certain market studies for NAPC, as well as Ukroboronprom and the state television company.
The corruption survey for almost 2 million will be conducted throughout Ukraine (except for temporarily occupied territories and combat zones) for up to 45 calendar days, no earlier than September 15, 2024.
The desire to “withdraw” money through a survey raises doubts about its feasibility.
Front-line soldiers are unlikely to understand the need to spend such sums from the country’s warring budget on a survey. After all, this is all happening during the active phase of the offensive against Ukrainian positions.
