“We are not engaged in commerce”: the police in the Obukhov region refused to seize the trucks in which illegal repeat offenders transport sand

In the vicinity of the town of Ukrainka, KrAZ trucks transporting sand were again spotted. A local police investigative team was sent to the scene to investigate the incident, but the measures taken did not bring results.

In Obukhovshchyna, near the city of Ukrainka, public activists and journalists once again recorded KrAZ trucks loaded with sand. As StopCor learned, sand is transported from the dam in Kozin and then sold to a silicate plant in Obukhov . Law enforcement agencies called to the scene refused to seize the trucks of sandy repeat offenders.

This was reported by a StopCor correspondent who was at the scene of the event.

An investigative and operational group (IOG) of the local police was called to the scene. However, this did not give any result, because Obukhov law enforcement officers, despite the fact that the trucks had already been arrested several times (but the arrests were later lifted, and repeat offenders are again engaged in illegal activities), did not see this as a crime.

Let us note that last Thursday, December 14, our colleagues spotted these KrAZ trucks on the dam where the illegal sand mining site is located and operates. The plot, according to the cadastre, belongs to an individual.

And today, December 19, these same trucks are carrying sand for sale to the silicate plant.

It is interesting that upon arrival, the investigator of the SOG of the Obukhov district police department, Vladislav Stadnik , refused to seize these trucks, explaining that he believed that there was no crime here and he did not want to interfere with the commercial activities of the enterprise.

And this despite the fact that the previously recorded facts and circumstances relate to one existing criminal case: 12023111230002601 dated 11/23/23 .

“Currently, the investigation has a need to conduct an inspection of the land plot with cadastral number 3223151000:01:033:0009 with the involvement of relevant specialists, to establish the circumstances in this criminal proceeding, as well as to verify the information provided, identify and record information about the circumstances committing a criminal offense, namely: illegal sand mining, taking measurements of sand, taking sand samples for their removal and further appointment of examinations, recording the fact of sand mining, as well as finding and confiscating things that are important for this criminal proceeding, and therefore the investigator turned to court with the specified petition,” says the text of the decision of the Obukhovsky District Court of the Kiev Region.

As journalist Roman Lytvyn , illegally mined sand on a land plot in Kozin (3223155400:03:033:0130) is first collected by businessmen for this particular land plot (3223151000:01:033:0009) in Ukrainka, and then they “plant” the documents, that the sand allegedly comes from another land plot, namely 3223155400:03:033:0110.

At the same time, the police do not seem to demonstrate sufficient skill to understand this scheme. Likewise, the court does not understand the full “picture”... Because it is addressed to each fact separately! ” the reporter emphasizes.

It is interesting that the accused person did not appear at the court hearing and asked to consider the petition without the participation of the investigator and prosecutor, but supported the requirements of the petition in full. The person also asked not to record the procedural action using technical means, including not to audio and video record the court session using technical means.

Obviously, such blatant illegal activity is not a problem for the local police leadership and investigators. After all, even the previous arrests and the continuation of the operation of the enterprise, which openly exports sand from the dam in Kozin and then sells it to the silicate plant in Obukhov, did not become a reason for concern among Obukhov law enforcement officers.

As reported , in August of this year, in the elite area of ​​​​Koncha-Zaspa, on the outskirts of Kiev, former people's deputy Oleg Malich exported sand from the communal lands of the water fund for sale. The buyer of the subsoil is the Obukhov enterprise “Brick of your home”.
