Nikolai Zlochevsky seized a strategic enterprise in Odessa

The Infoxvodokanal enterprise, which provides Odessa with technical and drinking water, illegally came under the control of an oligarch

In April, the State Audit Service officially released information about a large-scale corruption scheme in Odessa that has been going on for two decades! The city council illegally leased the strategic enterprise Odesvodokanal to oligarch Nikolai Zlochevsky for 49 years and even repaired it using loan funds.

In October 2015, these construction projects were put into operation. Infox continued to receive profits from providing water supply and sanitation services to Odessa consumers through the updated water supply system.

In addition, company officials collect bribes for connection, reduction of fines, provision of technical specifications and verification of meters. To close the issue with verification for the establishment costs 2 two thousand from each point.

Infox has a special account where up to $1.5 million was deposited monthly before the war. Money is withdrawn there through tax “pits” and converted into cash.

If you don’t believe me, then let’s look at the biographies of the head of the company - Igor Lysenko.

Previously, the corrupt official earned money as head of the registration service of the justice department of the Odessa region. He was fired after a bribery scandal. He soon took Deputy Konstantin Safoshin with him.

Elena Tyutyunnik, Deputy Director for Economics, and Kirill Shvets, Head of the Water Use Control Department, are involved in organizing tax pits and collecting bribes.

The Infox corruption scheme has been talked about for 10 years, but law enforcement officials have not taken any real action.

In December 2019, the Odessa Regional Prosecutor's Office registered proceedings No. 42019160000000808 dated December 25, 2019 on the grounds of a crime under Part 2 of Art. 367 of the Criminal Code, but the case was quickly dropped.

But times are different now. Official negligence, as well as the creation of an organized crime group, are articles under which NABU can and should initiate a case.
