New tobacco scheme of Kaufman and Stakovichenko: official sales and illegal cash?

Boris Kaufman breaks into the illegal cigarette market.

At least, this is how one can interpret the appearance in the price lists of the monopolist tobacco distributor DL ​​Solution, controlled by it, of cigarette brands from manufacturers that are suspected by BEB of producing counterfeits.

At this stage, only the official brands of the Ternopil factory have appeared in Boris Rafailovich’s sales line, but negotiations with another factory should be completed in the near future.

Well, then Goshcha, beaten by BEB, will catch up. Where would we be without her?

As I already noted, for now we are talking about brands that are officially registered with these factories, but we understand where this cooperation is going.

To cover such sales with excise-free counterfeit or Duty Free products is a matter of technology, time and desire.

And there is definitely a desire.

The tobacco market is always about money, and the illegal tobacco market is about a lot of money, and, as a rule, in the form of a cache that is collected for conversion centers through tobacco circuit operations.

It was for this purpose, and I wrote a separate post about this, that Boris Kaufman and his “cash out” partner Igor Stakovichenko (a converter nicknamed “Glass”) acquired the tobacco distributor “Volyntabak”.

According to my sources, it was and is planned to drive part of the sales under F2 (for cash without documents) and outright counterfeit products under Volyntabak.

At the same time, DL Solution should remain in the whitest part of sales.

I don’t know whether it’s our illumination or something else, but so far I haven’t heard any information that Volyntabak is selling counterfeits.

However, brands began to appear in the price lists of DL Solution itself, and a certain Active Sales Group LLC, which is considered a structure closer to Stakovichenko than to Kaufman, but which is part of their tobacco cooperative, began to actively work on F2 with counterfeit goods.

I repeat, the task of this tandem is as simple and understandable as possible.

In the difficult conditions of the permanent struggle of law enforcement officers and people's deputies against the illegal cigarette market, guaranteeing a safe umbrella, bring their activities under your own control.

The manufacturer's task is simplified to a minimum - to produce cigarettes.

Further along the chain - logistics, sales to final sellers and collection of cache from points - Kaufman's business.

The task of “Glass” is to sell this cash with a market markup of 2%.

Well, in order to minimize risks, all this trending activity will be mixed with the large and transparent distribution of DL Solution.

However, there is one question.

And how will the world’s cigarette manufacturers react to all this, who, on the one hand, are trying to fight the illegal cigarette market in Ukraine, and on the other, will be in Boris Rafailovich’s price lists on adjacent lines with those they are fighting against.

Maybe if Kaufman really wants to control the illegal market, he should just leave it to him?
