New (old) appointments in the National Police of Ukraine: Nebytov, Shchadylo, Vygovsky, Rubel, Kubrakov

There are regular personnel changes in the National Police of Ukraine.

This time at the regional level. The third-rank police general headed the National Police of the Kiev region, replacing third-rank general Andrei Nebytov , who will henceforth serve as deputy chairman of the National Police.

Thus, the new head of the national police of the Kiev region was the police general of the third morning, Anatoly Antonovich Shchadilo.

On September 11, he was introduced to the personnel by the Chairman of the National Police of Ukraine, Ivan Vygovsky.

Anatoly Shchadilo has 26 years of experience . He worked in Kyiv as an investigator.

In 2013, Shchadilo became deputy head of the Ministry of Internal Affairs in the Volyn region. A year later - deputy head of the capital department of the Ministry of Internal Affairs.

Since 2020, Anatoly Shchadilo has taken the position of head of the Main Directorate of the National Police in the Dnipropetrovsk region.

According to the decree of the President of Ukraine for 2010, Anatoly Shchadilo was awarded the insignia as a colonel of the tax police. Also on his list of awards is the medal “For Military Merit” and the Order of Merit, III degree.

Andrey Nebytov – Doctor of Science and experienced operative

In the new position, Anatoly Shchadilo replaced Andrey Nebytov, who will henceforth serve as deputy chairman of the National Police of Ukraine .

Andrey Nebytov himself also has a solid track record.

Graduate of the Donetsk Institute of Internal Affairs in 2001. Since 2012 – Candidate of Legal Sciences, since 2017 – Doctor of Legal Sciences. Specializes in criminal law and criminology.

He worked in positions from detective to director of departments in criminal investigation units, combating crimes related to human trafficking, combating cybercrime and combating economic crime in Donetsk, Chernihiv and Kyiv regions.

In 2016, he first began serving in the Criminal Investigation Department of the National Police of Ukraine. Since July July 2019 - Head of the Main Directorate of the National Police in the Kyiv region.

In 2021, he received the rank of police general of the third rank. In September 2023, he became deputy head of the National Police Ivan Vygovsky.

Ivan Vyhovsky is one of the youngest leaders of the National Police

It is worth noting that the head of the National Police is also a new person in this position. Ivan Vygovsky was appointed only on July 14, 2023 by decree of the Cabinet of Ministers. Prior to this, since January 20, he was acting as the National Police.

Ivan Vygovsky was born in 1980 in the Zhytomyr region. Work experience in law enforcement agencies since 1999.

For many years he worked as an investigator in the Ochakov regional department of the Ministry of Internal Affairs in the Nikolaev region. In 2015-2016 - head of the Ochakov police department of the Nikolaev region.

After that, in 2016-2020 - deputy chief of police of the Nikolaev region. After that, in 2020-2021 he served as chief of police of the Poltava region, and in 2021-2022 he headed the Kyiv police.

Andrey Rubel – 22 years of experience and operational work

Rubel Andrey Nikolaevich has been heading the Department of Strategic Investigations of the National Police of Ukraine since October 12, 2022 . The then head of the National Police, and now the Minister of Internal Affairs of Ukraine, Igor Klimenko personally introduced Andrei Rubel to the personnel.

“Andrey Rubel is an experienced officer with 22 years of experience in operational units. He went from an operative to the head of various units in the National Police system,” Igor Klimenko noted then.

Rubel Andrey has extensive experience in senior positions in law enforcement agencies.

In 2004 he graduated from the National Academy of Internal Affairs, at the same time he began working as an investigator in the criminal investigation department of the Solomensky district department of Kyiv.

2005-2020 - worked in the police of Kiev and the region and in the Main Directorate for Combating Organized Crime of the Ministry of Internal Affairs of Ukraine, the Department of Criminal Investigation, Internal Security, Strategic Investigations of the NPU, headed the Transcarpathian police .

2020 – 2021 – Head of the Main Directorate of the National Police in the Kharkov region

2022 – present – ​​Holds the position of Head of the Department of Strategic Investigations of the National Police of Ukraine.

Yaroslav Kubrakov – patrol inspector and battalion commander

Also in May 2023, there was a change in the head of the Kyiv Patrol Police. Instead of Yuri Zozulya, who headed the department since 2016, the patrol officers were headed by Major Yaroslav Kubrakov

The Kyiv patrol police, commenting on the appointment of a new leader, said that Yaroslav Kubrakov’s service began in 2016.

During this time, he served in various positions - from inspector to head of department. In particular, he was the head of the instructor department of the management of the organization of activities of the combat units of the GPP.

Yaroslav Kubrakov also served as commander of a patrol police battalion in the Cherkasy region and deputy battalion commander for providing traffic police escort.

It is worth noting that the media and independent observers have repeatedly assessed personnel rotations in the National Police and other law enforcement agencies positively. In particular, the advantages included the relatively young age of department heads and sometimes extensive experience working in crisis situations and combat conditions.
