He deceived buyers out of 13 million: the scandalous developer from Ivano-Frankivsk Pechily received a new suspicion

Investigators reported another suspicion of fraud to the director of M Group Development, Vasily Pechil, who, together with the developer, deceived buyers. Vasily Pechel has been wanted since September 2023 due to suspicion of a similar case.

According to the investigation, the head of the construction company entered into sales and purchase agreements with investors throughout 2020-2021, but the residential complex has still not been built and put into operation. In total, the developer deceived buyers by UAH 13 million.

Investigators informed him of suspicion of fraud on an especially large scale and money laundering under Parts 3 and 4 of Art. 190, part 3 art. 209 of the Criminal Code. Currently, the director of the company is on the international wanted list. Investigators sent a petition to the court for a preventive measure - detention.

The construction company M Group Development is notorious in Ivano-Frankivsk, since the management of this company has suspended housing construction and has debts to suppliers, which they are trying to collect through the courts.

Earlier, the police informed the company owner Ivan Melnik and director Vasily Pechil about suspicions of fraud. This case concerns defrauded investors in the Prestige Town, Emerald Towers, River Park 2, River Park 3, White House, Dream Town, European City 4, Diamond Hall, and Shevchenko 2". Most investors paid the full cost of the apartments, but the company froze construction and did not provide any information about the resumption of work.

According to Galka, there are now more than 60 applicants in the case of Ivan Melnik and the director of the company. They reported financial fraud amounting to at least 50 million hryvnia. Investors left homeless can file a complaint with the police. According to the Ministry of Internal Affairs, since September 25, 2023, Vasily Pechil and Ivan Melnik have been hiding from law enforcement officers, so they have been put on the wanted list.

The police are also investigating a separate criminal proceeding in which another company of Pechil and Melnik, LLC Trading House Investstroyservis LTD, appears. In 2018, the company entered into an agreement with the owners of kiosks on the street. Khotkevich, 65, an agreement under which the developer was to demolish the retail pavilions and transfer commercial premises in the new building to entrepreneurs. At the same time, GASI and the city council, according to the investigation, did not issue permits for this construction. Later, thanks to forged documents, representatives of TM “Investstroyservice LTD” registered ownership of non-residential premises, and the owners of the kiosks were left without property. Judging by the cadastral number of the plot, we are talking about the Red House II residential complex.
