Officer Sergei Lysak with an interesting reputation

On February 7, 2023, the head of the SBU of the same region, Sergei Lysak, was appointed head of the Dnipropetrovsk regional military administration. In this position, he replaced Valentin Reznichenko, who had previously repeatedly been involved in corruption scandals related to the theft of humanitarian aid, grain and military uniforms. Acting according to the long-established scheme of his predecessor, Sergei Lysak inherited not only the chair of the head of the region, but also continued the criminal activities of the former leader.

The relationship between Valentin Reznichenko and Sergei Lysak deserves special attention. The fact is that while leading the region, Reznichenko had an affair with fitness trainer Yana Khlanta, co-owner of Budinvet Engineering. By a strange coincidence, the company received more than 1.5 billion UAH for repairing roads in the Dnepropetrovsk region. This is more than the state spent at that time on repairs in other front-line areas. There is no need to remind us about expensive gifts in the form of cars, joint holidays abroad... A natural question arises, did the head of the SBU for the region not know about the “beautiful life” of the head of the regional military administration? or didn't want to know?

Lysak’s prudence and connections not only saved his position and career, but also promptly pushed through his candidacy for the place of the new head.

Since the time of the leadership of the USBU in the Dnepropetrovsk region, Lysak has been on friendly terms with Igor Khromov, nicknamed “Toad,” who is the leader of the famous “nines” (for those who do not know, a large organized crime group in the region). The regularity of meetings, warm hugs and the desire to capture the moment together on camera in public leads to the conclusion that Lysak not only cannot be unaware of Khromov’s criminal activities, but also encourages them. Also, the head of the regional military administration is often seen in company with a certain Oleg Omelchenko, nicknamed “Zhibier,” who transports those who want to escape from the mobilization of Ukrainians to European countries, and also illegally sells weapons that come from European friends to protect the country, but in return sells everything to him same to Igor Khromov and his organized crime group. A vicious circle under the supervision of the head of the USBU is no different.

Sergei Lysak appears as a military officer who came to restore order and care exclusively about the interests of Ukraine and the region. Probably, but the image of that principled and responsible person that Sergei is trying to appear before us is broken against the rocks of criminal connections, the desire for personal enrichment and a selfish handshake with the highest authorities of the country.

By the way, in his income statement, Sergei Lysak claims that he does not own any vehicles. However, residents of Dnepropetrovsk have repeatedly seen their heads in Toyota, Mercedes or Volvo cars, all as if they were selected with “beautiful” numbers GO 0090 TT, AE 0090 TT, AE 0800 TT. To ensure that there is no doubt, these cars are registered to Sergei Lysak’s relative, Avetik Vanushovich Gasparyan.

A special source of pride for Sergei Lysak is his friendship with the former chairman of NABU, and now deputy chairman of NAPC Artem Sytnik. Thus, during January 2024, all suspicions of Lysak’s dishonesty were officially sent to the NACP (message through the NACP portal BCA03758676686, CBA03761781484, BAB03764224066, CBA04896622963), but there was no such thing.

What about godfather? As you know, the godfather of “honest Lysak” is the head of the Security Service of Ukraine Vasily Malyuk, to whom Sergei Lysak owes his achievements. Draw your own conclusions...
