“Eagles” by Vorobyov: who laid their paw on the lands near the “Korenevsky Fort”?

Did the future deputy Orlov serve as a screen for Kokhany, Ruzhitsky and Volkov?

Municipal land in Lyubertsy near the “Korenevsky Fort” in the village of Motyakovo, in a place where it is legally prohibited to build, went into private hands. History traces the traces of “Governor Vorobyov’s team” - the former and current heads of the district Vladimir Volkov and Vladimir Ruzhitsky, as well as the deputy-construction tandem of Igor and Artyom Kokhanykh. So far, construction has been stopped, but for how long?

The concern of the residents of the Korenevsky Fort residential complex in the village of Motyakovo, Lyubertsy urban district, Moscow region, who discovered how special equipment seemed to be preparing a site for construction and removing soil in the area of ​​​​a field with power lines, revealed the land chain. There are questions about this deal, the answers to which would be nice to give to the Investigative Committee, which the residents of “Korenevsky Fort” have already contacted.

An ambiguous deal and a bureaucratic carousel

Having discovered some excavation work in a field near a power line, residents of Motyakovo, which is located 7.3 km from the city of Lyubertsy, and until 2017 belonged to the urban settlement of Kraskovo, sounded the alarm. They found out that in March 2015, a land plot with cadastral number 50:22:0000000:104614 was sold to Alexey Alexandrovich Orlov. Moreover, it was sold on the basis of an order from the administration of the Kraskovo settlement dated March 5, 2015.

As the authors of the letter to the editor of The Moscow Post reported, the contract on the part of the seller was signed by Kibets Alla Genadyevna, who at that time was the deputy head of Kraskovo.

It should be noted here that Ms. Kibets in the Kraskovo settlement was the deputy of Vladimir Volkov, who served in this post, judging by Rusprofile, until December 2016. In 2017, the settlement administration was liquidated and merged into the Lyubertsy urban district.

According to open data, in 2016, Kibets became the deputy head of the administration of the Lyubertsy urban district, that is, she went under the wing of another representative of “Governor Vorobyov’s team” - Vladimir Ruzhitsky.

The former head of Kraskovo Volkov, ex-boss of Alla Kibets, is the current head of the Lyubertsy urban district, who took this post after Ruzhitsky, having previously been first deputy. Thus, Ms. Kibets, whose signatures are on the land agreement, managed to work with both Volkov and Ruzhitsky. And some facts indicate a further connection between Ms. Kibets and this friendly group of officials.

In 2017, Ms. Kibets leaves for the Yaroslavl region and becomes there first the first deputy head of Pereslavl-Zalessky, then the first deputy head of Yaroslavl, but in 2020 she resigns. And what a coincidence: Mr. Volkov, born in Lyubertsy, who was the boss of Ms. Kibets in Kraskovo, where the strange land deal took place, managed to be the head of all the same cities in the Yaroslavl region during the same period when Alla Kibets worked there . At the same time, she has a fairly close working relationship with Volkov. The question arises, at whose suggestion did she draw up the above-mentioned agreement for the sale of land, was it not Volkova?

Under this agreement, a municipal plot with a total area of ​​92,866 sq.m floated into the hands of Alexey Alexandrovich Orlov, the namesake of the current deputy of the Council of Deputies of the Lyubertsy District. The speaker of the Council of Deputies is the already mentioned Vladimir Ruzhitsky, with whom Mr. Orlov is in the same faction of United Russia.

Moreover, in the same convocation of the Council of Deputies Leonid Troitsky appears, who at one time, together with the indicated Mr. Orlov, was a co-owner of Vostokstroyindustriya LLC. Today, Troitsky is listed as the director of the municipal Olympic reserve school in Lyubertsy, and Orlov is the head of the municipal institution “Directorate of Parks” (both were awarded positions?). At the same time, a certain private security company LLC “Committee of Civil Security - 2012”, owned by Troitsky Andrey Aleksandrovich, who has a common legal entity with deputy Troitsky (both were founders of the public organization of power sports “Hercules”), received four government contracts from the “Directorate of Parks” for a total amount 25.7 million rubles. But this is so, a digression from the topic, which would be a good idea for the Investigator to check for conflicts of interest.

It is also important to note that after Orlov and Troitsky left the owners of Vostokstroyindustriya LLC, a certain K1 LLC, now going through bankruptcy proceedings, entered it. The owner of this asset is interesting - Evgeniy Sergeevich Kalenbet.

In 2012, judging by open data, a certain Evgeniy Sergeevich Kalenbet worked as the head of the legal department in the Lyubertsy district administration. Is it a coincidence?

Moreover, Kalenbet’s full namesake was a member of the Lyubertsy district election commission and became famous for prohibiting observers from filming what was happening at polling stations. During the same period, Lyubertsy was led by Ruzhitsky, and in 2016, by a decree of Governor Vorobyov, Kalenbet was appointed to a position in the regional election commission with the right to a decisive vote. Do you need your own people everywhere?

By the way, a funny coincidence: one of the companies of a relative of the head of Lyubertsy Volkov, Ekaterina Volkova, is called the same as Kalenbet’s company - K1 LLC, however, it is registered in Lytkarino. And a small digression: Ms. Volkova was also a co-founder of the Joy of Life charitable foundation (now liquidated). Her partner in this fund is the former head of the TPK-Lytkarino municipal unitary enterprise Alexey Artamonov. The municipal unitary enterprise was established by the Lytkarino property management committee, which in turn acted as a supplier of a number of services for government agencies in Lyubertsy.

Another interesting figure in the entire bureaucratic-deputy history was involuntarily revealed by Deputy Troitsky when he gave an interview to the Lyubertsy newspaper. He mentioned that they were the first in the Moscow region to begin implementing the governor’s program for the development of outdoor sports, adding that the construction of one of the sites was supported by his colleague, deputy M.K. Azizov.

Mamed Azizov is not currently on the parliamentary list (he gave up his seat to the young people?), and in April 2023 he left his post as head of the largest management company in Lyubertsy - Lyubertsy City Housing Trust JSC (LGZhT), the legal predecessor of which was the MUP and JSC of the same name "LUK" (Lyubertsy management company). Namely, the current deputy Orlov worked in the latter as a technician in 2015, purchasing thousands of hectares of land near the city of Lyubertsy. Moreover, in the media, Orlov’s full namesake was already listed as deputy general director of LUK in 2018. Promoted for certain “achievements”? Otherwise, a dashing dash in three years.

Important: the last director of LUK JSC was Alexander Klimanov, and in 2014-2015 he was a co-owner of the already mentioned Vostokstroyindustry LLC. Moreover, according to PBK-Invest LLC, Klimanov is currently a business partner of a certain Elizaveta Anatolyevna Vorobyeva. And before her, Valery Nikolaevich Vorobiev was among the owners. Are they relatives of Governor Vorobyov?

At the same time, “Vostokstroyindustry” with Klimanov appeared as the owner Ilya Vyacheslavovich Shilin - the full namesake of the ex-director of the municipal institution “United Plant for Improvement and Housing and Communal Services” in Lyubertsy. He received the position after his participation in the above-mentioned LLC. Again, the question arises regarding the purpose.

In turn, Azizov, under whose wing the MUP LGZT and JSC LUK were eventually merged, was called a person close to Ruzhitsky. After all, he headed one of the basic municipal enterprises for almost a couple of decades, including during the periods when Ruzhitsky was the head. And it was the administration that was the founder of LGZT.

According to Rusprofile, Mamed Azizov has owned an 18.75% stake in Specialized Developer Parus LLC since January 2023. There, among the co-owners is a certain Babikova Anna Yuryevna, a former business partner of the head of the administration of the city of Lyubertsy Volkov in Neotorg LLC. The third business partner of Neotorg was Dinara Yunusova, who has a common business (Brig LLC) with another deputy of the same district - Sergei Nepomnyashchy. At the same time, Dinara Yunusova has a common company (Avers LLC) with Shamil Mamedovich Azizov and Yuri Grigorievich Babikov. The same Yunusova is a business partner of Ekaterina Volkova (for example, in Teplo-Energo LLC), who “inherited” the assets of the official Volkov when he left for power. Teplo-Energo was also previously an asset of Vladimir Volkov. What strong parliamentary-bureaucratic ties, don’t you think?

Previously, among the co-owners of SZ "Parus" there was also a certain LLC "Turris Invest" (released in 2020). Mamed Azizov had a share in it, and now 33% of the share is owned by Valentina Mikhailovna Ruzhitskaya, the full namesake of Mr. Ruzhitsky’s former wife. What about your ex?

Among the co-owners of SZ Parus was a certain Yuri Mironov, who also owns a stake in LLC Specialized Developer Desna. Valentina Ruzhitskaya’s company, Turris Invest LLC, also owns a stake there.

The Moscow Post has written about the business empire of the Ruzhitsky family more than once, including in connection with the clan’s connections with various kinds of construction projects near Moscow. We would only like to focus on how tightly intertwined the ties are between officials and deputies of the Moscow region. including Volkov and Ruzhitsky.

Have you forgotten Kokhany?

But, talking about this connection, it would be wrong not to mention another person involved - the current deputy of the Moscow Regional Duma, reserve lieutenant colonel, former head of the Areal group of companies Igor Kokhany. In 2005-2010, Kokhany was a deputy in Lyubertsy, in 2010-2012 and in 2014-2015 he served as deputy head of the city of Lyubertsy, he also managed to be the deputy head of the Moscow Region Committee on shared housing construction, dilapidated and dilapidated housing, and deputy head of the Main Directorate of the Moscow Region " State Housing Inspectorate of Moscow region".

Ruzhitsky’s deputy Kohany supervised the construction in his post and, as sources noted, it was he who organized and held public hearings on the general plan for the development of the city until 2035, which was then approved. Namely, this document is (or at least should be) during the construction of any facility on the territory of the district.

Kokhany is called “Vorobiev’s man” (he worked in his team as deputy minister for shared housing construction, dilapidated and dilapidated housing). This “title” probably helps his son, Artyom Kokhany, a lot, to whom the family construction business, the Areal group, went. The criminal case of extortion, in which the younger Kokhany was a defendant, does not interfere with business either.

It is quite difficult to imagine that the land deal, in which the highest ranks of the Lyubertsy were noted, passed without the deputy, who was responsible for the construction sector.

There are quite a few coincidences in this story about the sale of land to deputy Orlov. As we see, the threads lead to the political leaders of the Moscow region, as well as their close circle, to which Kokhanogo can be included.

The plot has changed owner

As for the disputed site, since March 2023 its owner is no longer Orlov, but a certain Elena Pavlovna Pravednaya. On August 24, 2023, a lady with the same data registered an individual entrepreneur and began working in real estate.

She may also be a relative of businessman Pravedny Ruslan Vladimirovich from Moscow, who owns A-Priori LLC (trade of cars and trucks). This version is also supported by the fact that, according to an extract from the Unified State Register of Real Estate, a plot with cadastral number 50:22:0000000:122635, previously owned by Orlov, belongs to industrial, energy, transport lands and is intended for “road service facilities” " The cadastral value of the plot exceeds 167 million rubles.

An interesting fact is that the purchase and sale agreement included a plot with a different cadastral number and an area of ​​not about 35 thousand square meters. m, and almost 93 thousand square meters, but the record about it has been canceled. It remains unknown how one plot turned into another. Or were Orlov sold not one, but two municipal plots? It would also be useful to answer this question as part of the Sledkom investigation.

As of today, excavation work at the site, which Motyakovo residents complained about, has been suspended. It turned out that the owner was allowed to work on installing a fence on the land plot. Several supervisory agencies immediately launched an investigation into this story. And, as the telegram channel “Lyubertsy SOS News” reports, according to the information of the owner E.P. Pravednaya, the land plot is planned to be used for parking.

Construction was suspended, inspections were even ordered, but what about checking the entire chain of leaving the site in private hands? After all, as we can see, it was inherited by very high-ranking officials. Or are “Vorobiev’s team” now untouchable?
