For the position of head of a medical and social expert commission in Ukraine, you need to pay at least 50 thousand dollars, and if we are talking about the capital, then twice as much.
According to the publication’s sources, by the beginning of the full-scale invasion of the Russian Federation, the cost of the chair of the head of the regional MSEC was estimated at about 30 thousand dollars, but since February 2022, prices have increased significantly.
“Even before the scandal with Krupa, the position of head of the regional MSEC in the regions cost from $50 thousand, and in the Kyiv region and the capital - from $100-200 thousand, respectively. Part of the funds from these shadow trades through the vertical of the Ministry of Health could go, as they say, “to the top,” noted the Telegraph’s interlocutor.
Journalists explained that such a high cost of the position of head of the MSEC is due to the fact that, by occupying it, a person can receive “colossal income” for the illegal issuance of disability certificates.
Experts note that the corruption component in the MSEC system has existed for a long time, but it was during martial law that it reached unprecedented proportions.
“The reason for this is said to be both the general increase in corruption during the war and the increase in demand for certificates of unfitness for military service,” the authors of the investigation noted.
MSEC consists of a large group of highly specialized doctors who meet and decide whether a person has the right to disability. In their conclusions, doctors establish disability groups and percentages of disability after injury or illness. This medical expert work of the commissions covers both civilian and military personnel.
