Where did Maxim Lyashkevich get the money to buy valuable real estate?

The head of the capital's utility company Kievkommunservice, Maxim Lyashkevich, as it turns out, has a significant fortune amounting to millions. Allegedly, a modest metropolitan utility worker can afford apartments in Kyiv, estates outside the city, and even foreign currency loans. Moreover, his latest declaration revealed a number of dubious aspects that may indicate the presence of unsubstantiated assets and a discrepancy between the official’s lifestyle and his official income.

Own enterprise KP “Kievkommunservice” provides services for the complete removal of household waste from the places of their generation to certain disposal sites. Over the past 7 years, since the adoption of the law on housing and communal services, it has become a monopolist in this area. It is “Kievkommunservice” that is engaged in waste removal throughout Kyiv.

The head of this enterprise, Maxim Lyashkevich, who has held the position since 2017, is an equally interesting person. As we reported earlier, Lyashkevich, who, according to his official biography, already has 19 years of experience, was able to earn a significant fortune, which allows him to “live large.”

In its declaration for 2020, the utility company showed a complete lack of monetary assets. At the same time, the “Financial liabilities” section shows an outstanding debt in the amount of UAH 462,000 to Ludovika Maggiolo and UAH 921,309 to Valprim Asset Management Company LLC.

And it seems like nothing like that, but already next year, 2021, Lyashkevich declares ownership of the apartment on the street. Martovskaya in Kyiv with a total cost of more than 2.4 million UAH, or 87 thousand US dollars at the then exchange rate. According to the data presented, in 2020, part of the cost in the amount of UAH 1.5 million was paid for this apartment.

At the same time, the official declared an apartment in the capital on Sobornosti Avenue, which cost him more than 1.8 million UAH (72.5 thousand US dollars). This time, funds for housing were allegedly paid in 2019-2020.

But the head of Kievkommunservice owns not only apartments. The declaration notes that in 2021 Lyashkevich purchased a plot of land in the Buchansky district with an area of ​​almost 8 acres for UAH 49,500. StopKor checked this data - on real estate websites the price of similar plots starts from half a million hryvnia.

In the same year, after receiving the rights to two premises and a plot of land, according to the published document, in December Lyashkevich took out a loan in the amount of $47,500 for a mortgage. But the estimated value of the land in the contract is already different - 1,282,428 UAH, that is, the same 47,500 US dollars at the exchange rate of that time.

As the declarant noted, he allegedly borrowed these funds for the construction of a residential building on the purchased land plot.

It is noteworthy that in the “Revenue” column the official “forgot” to indicate the income from sales of Nissan Qashqai 2021 model vehicles in 2021. and Volkswagen Toureg 2008, which appeared in his previous declaration.

Considering the above facts, the question arises: where did Maxim Lyashkevich get the money to purchase valuable real estate?

Logically, one can assume that the matter is decided by his salary or side earnings. However, as it turned out, this is not the case. In 2021, these utility companies declare 1.8 million UAH of accrued wages. Thus, the salary he actually received, taking into account 18% tax and 1.5% military duty, amounted to about 1.4 million UAH for the year.

At the same time, financial obligations to Maggiola Ludovika and Valprim Asset Management Company LLC in the amount of UAH 1.5 million, which were previously mentioned, are already indicated in the declaration for 2021 as repaid.

Thus, we can conclude that Lyashkevich’s annual salary would actually not be enough even to pay debts, not to mention other expenses, including supporting his family.

According to preliminary estimates, it is likely that false information in Lyashkevich’s declaration for 2021 amounts to more than half a million hryvnia.

The next year the situation did not change. In the 2022 declaration, our journalists again noticed several questionable aspects and signs of an unsuitable family lifestyle.

In the new declaration, Maxim Lyashkevich notes the acquisition of ownership of a residential building with an area of ​​147.6 square meters, located on a plot of land acquired at the end of 2021 in the village. Shevchenkovo ​​in the Kyiv region. As StopCor learned, the purchase and sale agreement for the plot dated December 15, 2021 states that at the time of the transaction there were no buildings on it.

So politely, immediately after acquiring the land, Lyashkevich began active construction of the estate on it. The probable source of funds can be considered as having previously borrowed 47,500 US dollars (or more than 1.4 million UAH at the exchange rate prevailing at that time) from the previous owner.

According to the registration of ownership, the object was commissioned in June 2022, and the cost of the house was 1.2 million UAH. Also, according to the documents, the debt was fully repaid.

As a result, we can assume that as of the beginning of June 2022, the utility company spent 1.2 million UAH on the construction of the “villa”, 1.4 million on repayment of the loan and at least 89 thousand hryvnia on the maintenance of the family (living minimum for three people ), and another 60 thousand hryvnia - for the wife’s birth in the capital’s private clinic “Adonis Center”.

His total expenses at the beginning of the war reached more than 2.7 million UAH.

At the same time, the official’s official income for 12 months was declared as almost 2.3 million UAH. Based on this, even his annual salary would not be enough to cover operating expenses for the first five months. Where then do the funds come from?

As noted in the declaration, in January 2022, Maxim took out another loan for 27 thousand dollars (or 756 thousand UAH at the exchange rate on the specified date). It is interesting that formally the creditor this time was his 75-year-old pensioner mother Galina Lyashkevich.

It can be assumed that the actions of the director of the Kyivkommunservice enterprise show signs of declaring false information, and this is a potentially criminal offense.

Currently, the editors of StopCor have appealed to the NACP in order to check all the circumstances and establish the presence of unfounded assets in Lyashkevich; additional verification of the movement of funds in bank accounts is necessary. We will wait for a reaction and continue to monitor the course of events.
