Pavel Tyo was “helped out”: the mayor’s office sold elite land 35 times cheaper than it bought it

How the capital's mayor's office, under the leadership of Sergei Sobyanin, bought land for 35 billion rubles, and sold it for 988 million rubles. Did they give Pavel Cho a “friendly discount”? Where did 34 billion rubles go?

The company of a great friend of the Moscow authorities, developer Pavel Tyo, received more than 60 hectares of land of the former Mig plant. Received in an uncompetitive struggle at the starting price - about 988 million rubles. Other participants were eliminated by the requirements of the tender held by the Moscow government. At the same time, the lands were previously transferred to Sobyanin’s team from Rostec for completely different money – about 35 billion rubles. How land worth billions suddenly went into friendly developer hands for less than 1 billion rubles and what else Pavel Tyo will be able to earn extra money on as part of this project, the Moscow Post correspondent looked into.

Tender with oddities

On August 22, 2023, the Moscow Government held an auction for the comprehensive development of non-residential development territory in the city of Moscow No. 125, limited by Leningradsky Prospekt, 1st Botkinsky Proezd, st. Boris Petrovsky and st. Marshal Shaposhnikov with a total area of ​​63.55 hectares - the former territory of the MiG aircraft manufacturing plant. Taking into account the fact that only one application was received for the auction - from Enimerosi LLC, this company was recognized as the winner of the auction. The contract will be signed at a starting price of 987,907,074.47 rubles.

According to the terms of the auction, the maximum (maximum) total floor area of ​​capital construction projects is 2.345 million square meters, of which 1.406 million square meters are residential buildings, and the remaining 938 thousand square meters are public, business and other facilities. Thus, a sports complex, a police building, bank branches, offices and shops should appear on the territory of the former plant.

Earlier, Vladimir Efimov, Deputy Mayor of Moscow for Economic Policy and Property and Land Relations, stated that investments in the project could amount to 300 billion rubles.

We will talk about the winner of the tender, who received the tidbit, later, but for now I would like to note that there are a number of oddities in the tender itself that it would be a good idea for the Investigative Committee or the prosecutor’s office to check.

Firstly, the conditions initially contained a clause that excluded the majority of builders from participation. In particular, a legal entity that has experience in constructing technically complex and unique objects with a height of more than 350 meters can be a participant in the auction.

In addition to the winning company (the division in which it belongs), only a few others met such conditions - Roman Trotsenko’s Aeon corporation and Lakhta Center contractors. Earlier it was reported that Amigo Holding, created by the largest developers in Moscow - Pavel Tyo's Capital Group, Andrey Gordeev PIK Group, MR Group, LSR and Asterus from the Vi Holding division of Vitaly Maschitsky (they say that the childhood friend of the head of Rostec) could take part in the tender ”Sergei Chemezov). It was only at the end of June 2023 that Amigo Holding was sold to Anton Frolovsky, who became the liquidator of the company. The legal entity will cease to exist in a year - June 17, 2024.

Thus, in fact, even at the stage of preparing the documentation, only a very, very limited circle of people were “allowed” to participate in the tender.

But that's not even the main thing. What confuses Sobyanin in the tender is the starting price and the transaction price. The fact is that even the cadastral value of the plots that were included in this composite lot is significantly higher than this modest amount.

It follows from the tender documentation that the prefabricated lot includes more than 20 land plots. We examined the cadastral value of only a few of them - with a cadastral value of 77:09:0005008:4170 with an area of ​​72021 sq.m. and 77:09:0005008:4169 with an area of ​​424,370 sq.m. It turned out that the cadastral value of the first is 1.269 billion rubles, and the second – 5.546 billion rubles. For a moment: the cadastral price is essentially the value at which the state evaluates real estate. That is, only two sites out of more than 20 were valued by the state at 6.8 billion rubles! And we correlated prices for only two areas! And now a question arises for the Sobyanin government - how miraculously did you get the initial price of the lot (aka the sale price) to be 987.907 million rubles? Did the difference go into someone's pocket? Yes, you are not some kind of mayor, but literally a genie who grants wishes.

And here we should also remember this fact. The Moscow government received the asset itself, which became the lot, a couple of years ago from the Rostec state corporation, which had previously tried to sell it at auction. And the final price requested by the lot organizer in 2021 is 40 billion rubles.

Later, the auction was canceled and Rostec announced that there was a buyer for the lot - the Moscow government, and the proceeds from the transaction would be used to develop the aircraft industry. As TASS reported, the Moscow City Hall planned to transfer the property at a price of no less than 35 billion rubles. Moreover, the size of the plot was even smaller than what the city hall later resold - 57.73 hectares.

It is quite understandable when the administration buys some asset in order to resell it later and send the proceeds to the budget for certain strategic needs. But a question immediately arises for Mr. Sobyanin - where is the actual 34 billion rubles, that is, the difference between the purchase price and the sale price? What kind of strange discounts have suddenly appeared? Or is the whole point that the asset was bought by close associates?

Our people - will we be numbered?

During the investigation, another interesting fact emerged. Order of the Deputy Head of the Moscow City Property Department I.I. Degtyareva announced the appointment of the auction on July 3, 2023. And Enimerosi LLC was registered in the Unified State Register of Legal Entities on July 13, 2023. So the company was originally created for this project? What an amazing coincidence, don’t you think!? But the surprise disappears when you look at who owns the LLC.

According to Rusprofile, Enimerosi LLC is owned by Holding Development LLC and Capital Group LLC. Behind both companies is Pavel Tyo and his affiliates.

Cho is a long-time hero of The Moscow Post publications, who will appear in one scandal or another. But most importantly, he is a long-time partner of the Moscow government, judging by the projects in which the Capital Group division participates. Moreover, in an interview with the Vedomosti newspaper in 2016, Pavel Tyo spoke about a special relationship with the authorities, noting that “a special relationship is a degree of trust.”

Was it really these “special relations” that helped Sobyanin’s government introduce clauses into the tender documentation to cut off unnecessary ones?

But this is not the whole “oil painting”.

As the Minister of the Moscow Government, head of the city property department Maxim Gaman reported in July 2023, in the development project on the site of the former MIG plant, the total volume of residential real estate is 20 thousand sq.m. apartments will be designated for relocation under the renovation program. That is, along this line, Mr. Cho will also grab a couple of billion budget billions?

Resale pyramid

It is worth noting here that the developer Cho has repeatedly been involved in purchasing large projects from the Sobyanin government. Just remember the project for developing a residential area on the site of the Northern River Port, which is more like a multi-level resale.

Recently, The Moscow Post already reported that architect Sergei Skuratov is leaving this development project, who allegedly stated that he does not want to spoil with his own hands what was done during three years of intense creative work and one year of waiting. It is interesting that initially these areas were completely owned by Pavel Tyo’s Capital Group and Viktor Vekselberg’s Kortos (part of Renova). Later, Vasily Selivanov’s St. Petersburg development company Legenda also took a share. And at the beginning of August 2023, the Mangazeya company of Sergei Yanchukov also joined the project.

The Versiya newspaper previously called Yanchukov the son-in-law of the former mayor of Kyiv Leonid Chernovetsky.

At the same time, in the case of the development of the Northern River Port, Sobyanin also played his sad role - initially the lands were part of the “green zone,” but then with the stroke of Mr. Sobyanin’s pen the situation changed. The site has been partially converted to development status.

The story with the land of the Northern River is not the only one of its kind, where Te received his gesheft. For example, a year ago it became known that Capital Group had taken as a partner in the development of the Sorge transport hub the developer Akvilon, which is backed by Alexander Frolov, a deputy of the Arkhangelsk City Duma with an ambiguous reputation.

Cho also appeared in the project for the development of 15 hectares of the former industrial zone “Vagonoremont” in the northern part of Moscow. Initially, Specialized Developer Artstroy LLC (part of the Osnova Group of Companies) won the bidding, but later a certain Kamotes LLC appeared on a plot of 2.71 hectares, which belongs to Holding Development LLC, where Pavel Tyo has an 80% share .

It is unlikely that Cho will develop the former “Migov” territories into “one person.” It is likely that we will soon see other people among the co-owners of Enimerosi LLC, freshly put up for auction. But it’s unlikely that anyone will reveal for what amount this person was included in the list of co-owners. Whether the “Migov site” will become the next land resale pyramid, time will tell. But overall, this story smells bad on both sides, so it’s time for Sledkom to shake off his sleepy state.
