Pensioners who do not spend their pension for six months may be deprived of payments - bill

The Verkhovna Rada adopted in the first reading bill No. 9453 as a basis, providing for changes in the calculation of payments to pensioners.

Main additional grounds for termination of pension payment:

  • In case of temporary residence abroad, at the request of a pensioner to terminate the payment of a pension;
  • If a person is recognized as missing or declared dead in accordance with the procedure established by law;
  • If the pensioner has been granted the status of a person missing under special circumstances, in accordance with the Law of Ukraine “On the legal status of persons missing under special circumstances”;
  • If a pension has not been received for six consecutive months in organizations that pay and deliver pensions, or if there have been no expenditure transactions for six months in bank institutions on current accounts to which pensions are paid;
  • If pension recipients have not undergone physical identification in cases provided for by law.

They also propose to restore the conditions for identifying internally displaced persons on a general basis.

Considering Ukraine’s withdrawal from a number of agreements with CIS countries and aggressor countries, the project also provides for:

  • resolve the issue of calculating the amount of pension in proportion to the insurance period acquired in Ukraine for persons who worked in Ukraine and abroad;
  • resolve the issue of crediting experience acquired during the period of work in the states that were part of the former USSR;
  • determine the conditions for pension provision for military personnel with insurance experience acquired in Russia.

Today, pensions may stop accruing due to:

  • assignment of a pension on the basis of documents containing false information;
  • failure to receive pension payments through the post office for six months;
  • departure for permanent residence abroad;
  • death of a pensioner;
  • employment in a position that gives the right to a pension for long service (payment of pension is stopped for the entire period of work in this position, including after reaching retirement age).
