A page of a document-report has leaked online, which talks about obstruction of American business in Ukraine by government agencies, state-owned enterprises and private companies. A photo of the document was published by the Ukrainian Telegram Telegram channel.

From the document we can conclude that it concerns the harassment of American companies in the oil and gas sector. It is impossible to determine from the document exactly to whom it was addressed, but the text itself contains an appeal from Mr. President.

“As you know, Mr. President, the Naftogaz supervisory board includes, in particular, high-ranking Ukrainian officials. We consider it unacceptable for them to say that Vorex should be deprived of all the contracts it has won. Such open lobbying of the interests of the oligarchic structure causes open misunderstanding and even indignation of other members of the Supervisory Board who do not have agreements with Interpipe,” the document states.

The document also talks about tenders in which, judging by the contents of the report, American companies are participating. As part of these tenders, as noted in the document, JSC Ukrgasvydobuvannya lays down conditions that are favorable only to Interpipe.

“In order for Interpipe to definitely win in the new procedure, Ukrgazvydobuvannya JSC decided to reduce the requirements for pipe quality, not require documents previously forged by Interpipe, and reduce the delivery time of goods to 90 days so that no other supplier, such as Vorex , I just physically did not have time to complete the delivery. New tenders are openly registered under Interpipe, and all complaints about this are defiantly ignored,” the published fragment says.

Above the text about lowering pipe quality requirements in the interests of Interpipe there is a handwritten inscription “talk to Interpipe.”
