Meet Olenich Petr Sergeevich, since April 2, 2021 - Deputy Chairman of the Kyiv City State Administration on the implementation of self-governing powers in the field of digital development, digital transformation and digitalization. He has been in the structure of the Kyiv City State Administration for the last 7 years, three of which he held the position of director of the Department of Land Resources - a “weasel” place where, if you wish and have no conscience, you can get rich. Olenich has been an official all his life; he has never had his own business. But this did not prevent him from “advancing” into a lifestyle that was not commensurate with the life of a civil servant. It turns out that this is not very difficult if you are responsible for managing communal and state-owned lands for half your life.

How Klitschko's deputy Olenich Petr Sergeevich received half a hectare near Kiev as a gift

On April 20, 2015, Petr Olenich was appointed acting head of the Main Directorate of the State Land Agency in the Kyiv region. This happened just after he, the head of the State Land Agency in the Sumy region, was accused of defrauding 110 hectares of land near Sumy in favor of the Chairman of the Sumy Regional State Administration Vladimir Shulga. It was during the management of the lands of the Kyiv region that Pyotr Olenich became the happy owner of four land plots in the village of Bogdanovka, Brovary district. But no, he didn’t buy them for an official’s salary, they… were given to him.

All four plots, each 0.15 hectares in size, are located nearby on the same Novobogdanovskaya street and have numbers 10, 11, 17 and 21. Petr Sergeevich Olenich received ownership of them within one week - from January 20 to 28, 2016, when he already For almost a year he headed the Main Directorate of the State Land Agency of the Kiev region. The donors were four individuals: Irina Sergeevna Pogrebnyak, born in 1994, Lyudmila Olegovna Melnichenko, born in 1992, Alexey Yuryevich Primak, born in 1990, and Yana Aleksandrovna Karpenko, born in 1991. All live in the Troeshina and Voskresenka microdistricts in Kyiv. And all these people received private ownership of state-owned land plots in the village of Bogdanovka two months before they all together decided to give them to Pyotr Olenich - three of them were registered on November 5, 2015 and the fourth on December 23.

Interesting, isn't it? Young people aged 21 to 26 years, not connected in any way with each other and with Peter Olenich himself, having received from state to private ownership land plots located nearby on the same street in the same village with a total market value of about 33,000 US dollars, together decide to donate them Head of the Kyiv regional department of the State Land Agency. It all looks like Pyotr Olenich, as the beneficiaries of this story, used his official position for the purpose of personal enrichment, transferring 6 thousand square meters of land from state ownership to private ownership to dummies, who then transferred it almost overnight to Olenich. These land plots are present in his declaration, but the source of their receipt is sensitively not indicated there. Also delicately, by the way, for some reason it is not indicated in the biography of Pyotr Olenich on the official website of the Kyiv City State Administration about his stay in the acting position. How Petr Olenich turned green areas into development

Land fraud in the Sumy and Kyiv regions did not become the pinnacle of Olenich’s success on his path to personal enrichment. A real gold mine opened up for the official when he got into the Kyiv City State Administration, namely the position of director of the Department of Land Resources in 2018. Now in the hands of an experienced official in land affairs are the capital's municipal and state lands, which haunt large Kyiv developers, who are ready to pay generously for the solution they need.

Thus, in October 2019, the Department of Land Resources, in violation of the procedure (a month after the end of the lease term), submitted a proposal signed by Olenich to the land commission of the Kiev City Council, on the basis of which the commission members, without a decision of the Kiev City Council, renewed the lease of a plot of 1,368 square meters to Stroitelny Mir LLC . on Zverinetskaya Street 72 for the construction of a multi-storey residential complex “Edelweiss” with underground parking, despite the fact that this land plot, according to urban planning conditions and restrictions, had the status of without the right to capital development. Here Pyotr Sergeevich Olenich swam out again.

The Department of Land Resources of the Kyiv City State Administration, under the leadership of Olenich, has engaged in substitution more than once. In 2020, Olenich signed an explanatory note to the Kyiv City Council regarding a land plot with an area of ​​1.6193 hectares on Shchuseva Street near the Syrets metro station, where the green zone is located. In the note, he noted that this is municipal land of the city, despite the fact that in fact this plot was in state ownership with a designated purpose - a public garden. Thus, Olenich actually “raided” a large piece of land from the state. For what? To change the purpose of this site in the future.

As “Our Money” wrote, in public the Kiev City Council was developing a draft decision to grant permission to develop a land management project for a green zone for the municipal enterprise “Kievzelenstroy” on this site. But in parallel with this, Olenich’s department in the shadows developed and registered in the State Land Cadastre a project for the land management of this land for residential development. Currently, in the S&A, the intended purpose of this site under the number 8000000000:91:009:0029 reads as “for the construction and maintenance of an apartment building with shopping, entertainment and market infrastructure.” Meanwhile, the draft decision on allowing Kievzelenstroy to build a park there was eventually withdrawn by Pyotr Olenich after consideration by the Kiev Council. Thanks to this fraud, more than 1.5 hectares of the park were documented to be turned from a public garden into another residential complex.

It is interesting that in all cases, Pyotr Sergeevich Olenich always managed to remain in the shadows. Even when law enforcement officers became interested in the story with the site on Shchusev, the question was asked to Olenich’s immediate superior, Deputy Chairman of the Kyiv City State Administration Nikolai Pavoroznik, and it was he who was handed the suspicion. Although Olenich signed the documents.

But Olenich was not always so lucky, because during his tenure as head of the land department of the Kyiv City State Administration, he managed to do a lot more. At the end of 2018, the Kiev Council, on his proposal, adopted the City Target Program for the Use and Protection of Land in Kyiv for 2019-2021, according to which Olenich’s department was identified as the responsible implementer of the program and the main manager of funds for its implementation. Funds were allocated about UAH 1.5 million. For this taxpayer money, the department carried out an inventory of Kyiv land, most of it, 1.28 million UAH in 2019, should have been spent on the development of technical documentation on land management for land inventory and filling out the State and city land cadastre.

There was only one caveat - all this had already been done within the framework of the previous program for 2016-2020. That is, Olenich “sold” the deputies the same services that had already been provided by his predecessors. As a result, the money was siphoned off through a number of utility companies and LLCs, and then no money or inventory disappeared. Therefore, this case was taken up by the Main Investigation Department of the National Police of Ukraine, which is conducting a pre-trial investigation in criminal proceedings No. 12022000000000468 on the fact of embezzlement of local budget funds by officials of the Department of Land Resources of the Kyiv City State Administration under Part 5 of Article 191 of the Criminal Code.

But in the story with the development of the Nivki park, NABU and SAP even managed to inform Olenich about suspicion of abuse of official position. According to the investigation, the director of the Department of Land Resources, Petr Olenich, again resorted to replacement, which led to the withdrawal of the green zone for residential development. In 2019, Olenich submitted for consideration to the Kyiv City Council a land development project for a plot of 0.6 hectares on the territory of Nivki Park, which provided for its development. In the explanatory note to the project, Olenich noted that the site was not included in the natural reserve fund, which, of course, was not true and was easily refuted by information from the city land cadastre database, which was under the jurisdiction of the department.

As a result, the Kiev City Council agreed on a decision to provide part of the park to Ukrainian Brand LLC for the construction of a housing and office complex, and Kyiv residents lost the right to use it as a natural reserve facility. Tree cutting and construction began, which has now been suspended by law enforcement. The Northern Economic Court of Appeal overturned the decision of the City Council, declaring it illegal, and the lease agreement was declared invalid. And Peter Olenich finally received suspicion for his actions in November 2023.

How Pyotr Olenich leads a beautiful life during the war

We are sure that these are not all the illegal cases that Pyotr Olenich was involved in while heading the land department of the Kyiv City State Administration and that have become known today. In order to make sure that the fraud with land on Zverinetskaya, on Shchusev and in Nivki Park Olenich did not carry out the usual “thank you” from developers, it is enough to analyze his official income and expenses. And see they have a big gap that can’t be explained.

To begin with, it should be said that Pyotr Olenich’s wife, Irina Bisyk, has been an official all her life, just like her husband. She was an assistant to the Minister of Justice Alexander Lavrynovych, who is now suspected of treason, then from 2016 to 2019 - deputy head of the Personal Data Protection Office of the Verkhovna Rada of Ukraine Commissioner for Human Rights, and then moved to the State Self-Sustaining Foreign Trade Enterprise. questions.

As of 2016, when Olenich’s first declaration as a candidate for a position in the Kyiv City State Administration appeared, with an annual income of his family (together with his wife) of $37 thousand, they had monetary assets of $83 thousand. Today, Klitschko’s deputy has savings of approximately UAH 7.5 million.

The main increase in savings was observed in 2020, when the Olenich family was allegedly able to save 67 thousand US dollars with a total earnings of 112,650 US dollars. That is, Olenich and his wife had to spend 45 thousand 650 dollars in a year, given the arithmetic they stated in the declaration.

But. According to the Register of Real Estate Rights, on October 8, 2020, Irina Bisyk acquired a plot of land with an area of ​​1,153 square meters in the village of Novye Petrivtsi near Kiev. The contractual purchase price was 11 thousand 950 dollars (283 211 UAH), which is 4.5 times lower than its market value, which today is 50 thousand 700 dollars.

In addition, based on Irina Bisyk’s declarations, since 2020 she has rented a house with an area of ​​133.6 square meters, located at the village of Novye Petrivtsi, Stroiteley Pervaya Street, 11 (across the plot from the one he purchased). Renting this facility costs from 39 to 50 thousand hryvnia per month, that is, 1450 – 1860 US dollars.

Thus, in fact, in 2020, the Olenich family had to spend approximately 73.5 thousand dollars just on purchasing land and renting a house in Novi Petrivtsi. This is already 30 thousand dollars more than declared, but somehow they and their two children have to live, eat and dress for another whole year.

Why didn’t Olenich Pyotr Sergeevich sit down?

2021 has become even more successful for the family of then-deputy Vitali Klitschko. With total earnings of $165,500, savings increased by $73,000. But at the same time, the Elenic family continued to acquire new assets. Another plot of land measuring 769 sq. m.

Irina Bisyk also bought a new 2021 Volkswagen Arteon in 2021 for $54,000. In addition, the family began construction of a house on the acquired plot in Novi Petrivtsi, for which, according to calculations based on its market value and construction time, Klitschko’s deputy had to spend at least 100 thousand dollars. Again, without taking into account expenses for food, transportation, living expenses, and so on, Olenich’s illegal income could amount to more than 100 thousand dollars a year.

For military year 2022, the family actually indicated expenses of $115 thousand. At the same time, Olenich almost completed the construction of the house, which means he spent about another 100 thousand dollars in a year, still rented a house ($22,800), bought another Volkswagen Arteon in April 2022, 2021 for 34 thousand dollars, and thus , apparently, again went into negative territory, which could only be covered by the official’s illegal income.

Despite having already assembled his own fleet of two brand new Volkswagen Arteons, Olenich, at the height of the war, decided to spend money on another one, and took a 2022 Tesla Model Y for use - apparently, driving a Tesla to a new home seems more elite than elite to him. on Volkswagen. How much he spends on renting a car, which costs 43 thousand dollars, Klitschko’s deputy did not indicate in his declaration. Although, perhaps not how much (then questions should arise in NAPC), because he takes this car for use from his adviser and director of the Department of Information and Communication Technologies of the Kyiv City State Administration Oleg Polovinko. Which, by the way, like his boss, clearly does not live on a salary of 370 thousand UAH per year, having a large estate of 632 square meters, several plots of land, apartments (one of which is in the Netherlands) and another JAGUAR I-PACE car.

Pyotr Olenich also had enough money for foreign holidays during the war

A person who has used his power and official position at least once for his personal benefit, often later cannot stop. Apparently, this happened to Peter Olenich. Before a new house during the war and several cars, quality vacations were not enough for complete happiness.

According to our data, since the beginning of Russia’s full-scale invasion of Ukraine, when all those liable for military service were prohibited from traveling abroad, Olenich somehow miraculously managed to make 8 trips, mainly to Europe. It was a “long weekend”, then a full vacation for a week or 10 days, sometimes he allowed himself such trips every other month, sometimes every month.

For the New Year holidays 2022-2023, for example, he left through the Krakovets checkpoint on December 24 and returned to Ukraine on January 8. The grounds for such trips by Olenich have not yet been established. But what’s interesting is that his last journey took place on June 12-17, 2023. In August 2023, as is known, the DBI detained an official of the Kyiv City Military Administration, who was organizing illegal travel abroad for money. It is noteworthy that after this Olenich never went abroad again.

As is, unfortunately, already customary in our country, corruption scandals often do not throw a person out of the system, but, on the contrary, only push him higher up the career ladder. Olenich Petr Sergeevich was involved in land schemes at least while working in the Sumy region in 2016. Receiving as a gift four plots of land of more than half a hectare near Kiev in one fell swoop did not raise any questions from anyone. On the contrary, after this the “valuable personnel” ends up in the Kyiv City State Administration, where they are already “dispersed” to the fullest.

Organized scheme and cutting of the capital's budget

In July 2019, at a meeting of the Kyiv City Council Commission on Budget and Socio-Economic Development, Vladimir Repik, Director of the Department of Finance of the Kyiv City State Administration, reported that the Land Resources Department “failed” the implementation of a new regulatory monetary valuation of land, which was supposed to work from the beginning of 2020.

He also noted that no money flows into the treasury from the privatization of new plots of land.

In such cases, this whole story suggests that someone is cutting the budget and that an organized scheme is at work.

Who “failed” what and why the budget stopped receiving money

If we are talking about the department of land resources, then you usually need to figure out who heads it. And it turns out to be headed by a very colorful character. So colorful I don’t even know where to start.

The name of the director of the Department of Land Resources of the Kyiv City State Administration is Olenich Petr Sergeevich. And not filling the budget, which Repik spoke about, is trivial compared to how much he and his entourage steal, defraud and withdraw from this budget.

1.4 billion hryvnia stolen from the capital budget

According to media reports, only one scam involving the development of technical documentation managed to steal 1.4 billion hryvnia from the capital’s budget.

It all started with the fact that Olenich managed to smuggle through the Kiev City Council a document that allowed him to spend almost 1.4 billion hryvnia from the capital’s treasury on the topic of land management in 2019.

The corresponding program was approved without a report on the implementation of a similar program for 2016-2020, in fact replacing it with a new one without any reason.

At the same time, the amounts for financing tasks that were previously clearly carried out at the expense of taxpayers have increased tens and hundreds of times in the new document.

The money seems to have been spent on developing technical documentation on land management.

Then the money disappeared without any explanation. It is unclear where Olenich and his friends took them. And this is just one of Olenich’s “sketchy” episodes.

Biography of Olenich and what was not published in the official

According to his official biography posted on the KSCA website, Olenich began his career in 2004 as a leading and then chief specialist in the Information Technology Department of the Ministry of Justice of Ukraine.

His current wife Irina Bisyk also worked there during the time of Minister Elena Lukash. But we will talk about it separately.

Since 2008, Olenich has been manager of the Residential Real Estate Department of KDD Group NV (Kyiv Donbas Development Group, the Netherlands). The Kyiv-Donbass company became notorious in connection with a sensational interview with Leonid Roitman in 2014 about the functioning of a powerful Organized Crime Group (OCG) on its basis, engaged in racketeering and contract killings. KDD Group NV was bought by Andrey Verevsky, deputy of the Verkhovna Rada of Ukraine (VR) of the IV-VII convocations from BYuT and the Party of Regions.

Since 2009, with the coming of the Donetsk people and the Yanyk family to power, Olenich has become deputy head of the Kyiv regional branch of the State Enterprise Center for State Land Cadastre.

Olenich was also a paid assistant consultant (which is not mentioned in the official biography): in the Verkhovna Rada of the fifth convocation (2006-2007) of deputy Alexei Zhuravko (Party of Regions faction).

And the most interesting in the VI convocation of the Verkhovna Rada (2007-2012) is the deputy Irina Berezhnaya (Party of Regions faction), an outspoken Ukrainophobe and a fan of the “Russian world”

Since September 2012 – Head of the Main Directorate of the State Land Agency of Ukraine in the Sumy region. Of course it works in conjunction with “rigs”. There he will carry out very large-scale schemes to steal budget funds, which I will talk about later.

That is, the entire development of the corrupt official Olenich is connected with the people of Yanukovych, the Party of Regions, Ukrainophobes and adherents of the Russian world. And this will manifest itself later. I will also talk about how Olenich helped the Russian Sberbank and the regional bank Verevsky.

Olenich surrounded himself with devoted people who helped him carry out various schemes that were amazing in their scale and impudence.

He is building his own vertical to further flush money out of the budget. Yes, the appointment of Olenich’s relative Anna Lisik, who previously held the position of personnel inspector, looks extremely interesting!!! to a leadership position in the land department of the Kyiv City State Administration (Department of Information and Communication Technologies), which is secretly led by Olenich. In the past, Anna Lisik was the chairman of the Borshchagovsky village council, and is familiar with the topic of land scams firsthand. With its help, Olenich plans to continue to “withdraw” budget money.

The GIOC is now the director Oksana Vitalievna Mysak - the wife of the director of the Kiev Institute of Land Relations controlled by Olenich, Igor Dolinsky, for some reason a lawyer by training, although the organization clearly has an IT profile. She worked at the State Land Cadastre.

Deputy for Economics and Finance of the GIOC - Rizaev Alexander Sergeevich - the husband of an employee of the same CP "Institute of Land Resources" Natalya Borisovna Francishko was unemployed at the time of his appointment to the position!

And the so-called supervisor of the GIOC, Dmitry Stetsenko, now holds the position of deputy director for the implementation of the city target program. Stetsenko is a former adviser to Leni “Cosmos”, who has outstanding criminal records and is in debt to many enterprises, including the KP GIOC. After publication in the press, he was quietly transferred to the position of deputy head of the department, but in manual mode he manages the team. It is clear that the character has a connection with the “fixer” from the time of Leni “Cosmos” Denis Komarnitsky, who is now attached to the Ze-team, and directly to Kolya (Obolonsky Zakusenets) Tishchenko.

Consequently, there is an organized crime group in full force, which is ready, at the direction of its helmsman Olenich, to destroy the Kyiv budget. But will the people of Kiev, who have elected a new government and hope that it will still make every effort to get rid of such parasites, agree to this? Let's hope this happens.

This once again indicates that, firstly, the anti-corruption system in Ukraine is so imperfect that it does not notice what lies on the surface. In any Western country, a person like Olenich would have long ago been thrown away from government agencies and budgetary funds. Secondly, the story of Pyotr Olenich indicates that the system of state power itself is structured in such a way that people like Olenich in it are not only undesirable, but on the contrary, because they enrich themselves in this system by selling their powers, not as individuals, but the entire system and all its members are advisors to city mayors. Otherwise, Vitali Klitschko, why hasn’t Piotr Olenich been fired yet?
