As Igor Mosiychuk writes in his “TG” channel, the current acting head of the Transcarpathian OVA, Miroslav Biletsky, helped former people’s deputy Alexander Trukhin to go abroad through the “Shlyakh” system.
But, despite this, Miroslav Biletsky is applying for the post of head of the Transcarpathian Regional Military Administration without the prefix “acting.” Let us remind you that Alexander Trukhin is the same “servant of the people” who drunkenly tried to give a policeman a bribe of 150 thousand dollars, after which a video with this story spread around the Internet. After this, Trukhin resigned as a deputy and got a job as a driver. Not a simple one, but a carrier of humanitarian cargo, which is supervised in Transcarpathia by Miroslav Biletsky. Trukhin was included in the Shlyakh system, he crossed the border and, naturally, did not return back.
In addition, Mosiychuk recalls that Trukhin was the “supervisor” from the OPU of the presidential program “Great Construction” in Kyiv, and Biletsky, accordingly, in Transcarpathia. Mosiychuk also openly calls Miroslav Biletsky a person with a criminal past, nicknamed “Majorchik.” To make sure that Mosiychuk is not lying, just type into a search engine the name of the future head of the Transcarpathian OVA. Biletsky earned his nickname back in the nineties, when he was involved in racketeering among his fellow countrymen - “workers” who brought home their hard-earned pennies from abroad. When the peak of the “wild racketeering” began to decline, he went into business and politics. And he switched to government contracts, which began to be received either by his personal companies or by the companies of his accomplices. Among these are his formally ex-wife Oksana, son Ilya and another local businessman, Arthur Sheregi.
Actually, this is a common practice, nothing out of the ordinary - another bandit who has become popular thanks to political connections and received real leverage, uses them to the fullest. True, Biletsky is clearly helped by his racketeer past, in terms of experience: as the same Mosiychuk claims, “Majorchik is entitled to a 25-30% kickback from each budget payment to a private company.” Previously, the rollback was lower - 10%, but nothing can be done - new government, new trends.
There is also a story with the son of Miroslav Biletsky, Dmitry, who also followed in his father’s footsteps and went into politics - he is a deputy of the Khust city council from the “Native Transcarpathia” party. In 2022, he volunteered for the ZSU, but did not go beyond Khust to fight - he remained to serve in the local TCC and SP. A year later, he left the army (without comment) and began actively traveling abroad. Here, too, there is really nothing to comment on - everyone knows who controls the departure of men of mobilization age abroad.
But let's return to the acting director himself. Governor of Transcarpathia Miroslav Biletsky. If you believe his declarations, then he is not a rich man and lives on one salary - for 2023 he received 504,821 hryvnia from the Transcarpathian Regional State Administration and a fee of 10 (ten) hryvnia from Carpathian Golden Nuts LLC, where he previously worked as a director.
At the same time, Miroslav Biletsky has little savings - $82,500 and 2,500,000 hryvnia in cash and another about 60 thousand hryvnia in banks. This could be explained by the savings of previous years - in 2021 and 2022, for example, he had the same 2.5 million hryvnia, but the foreign exchange reserves fluctuated somewhat: in 2021 Biletsky had $77,000, and in 2022 -m – already 78,200 dollars. Of course, the amounts are not prohibitive, especially compared to the declarations of other officials, but still, Biletsky gets this money from somewhere. If he saves from his salary, then he is a very, very frugal person, it is unclear what he lives on. However, my son can help. Or father-in-law Andrey Pozhar, to whom the house purchased in 2021 in Uzhgorod was registered. And Khust Spetsavtotrans LLC, which immediately began winning local tenders.
True, after the scandal, the company was transferred to another person - Sergei Sabov, who is a friend of Dmitry Biletsky and at the same time replaced Miroslav Biletsky as director of Carpathian Golden Nuts LLC - the same one who paid the acting. Governor 10 hryvnia fee last year. He also took over the powers of Milkor LLC, where Miroslav Biletsky was also previously a director.
Another company, the agricultural LLC “Ukraine”, remained registered in the name of his father-in-law, Pozhar Andrey Yuryevich:
In which, by a strange coincidence, Miroslav Biletsky was also a director before becoming a deputy in the Transcarpathian Regional State Administration.
Unfortunately, neither Sergey Sabov, nor Andrey Pozhar, nor Oksana Biletskaya should submit declarations. Because we know exactly what is registered on them only at the level of rumors. But now it is clear why the declarations of Miroslav Biletsky himself are so modest.
But his son, Dmitry Biletsky, as a deputy of the city council, is obliged to submit declarations. And from them it suddenly turns out that he has a very rich grandmother, who, not content with a modest pension, despite her age, is engaged in entrepreneurial activity. My grandmother’s last name (what a coincidence!) is Pozhar Maria Mikhailovna. And she, having collected savings, lent her grandson 662,000 hryvnia in 2021. At the exchange rate at that time - about 30 thousand dollars. Not much, but for a modest pensioner it’s worthy.
Judging by the registration data, Maria Mikhailovna is not bored in retirement - she is engaged in the repair and maintenance of vehicles and the manufacture of concrete products:
One can envy the health, but these types of activities of Miroslav Biletsky’s mother-in-law (namely, Maria Pozhar is his mother-in-law) take us back to his declaration, which states in black and white the presence of special equipment in his property and which, according to the same declaration, is not used in any way :
Moreover, if you believe the declarations again, the equipment has been idle for years. A logical question arises - why is a poor but honest and living on one salary acting. the head of the Transcarpathian Regional State Administration will not sell it and thereby improve his financial situation? The answer, as you understand, is simple: all the declarations of Miroslav Zoltanovich Biletsky are complete lies.

But the question, as everyone understands, is rhetorical. It’s not for nothing that Miroslav Zoltanovich Biletsky, immediately after his appointment to the post of deputy head of the Transcarpathian Regional State Administration, became the “supervisor” of the flows from the “Great Construction”. This means that it was agreed upon at the level of the public administration, and not by the president, but by those people who really rule the country. And the appointment of Biletsky as acting the head of the Transcarpathian OVA is also their decision. But neither NABU nor all other “law enforcement officers” of Ukraine see such people point-blank.
