The next schemes for the export of thousands of tons of grain crops from Ukraine and sunflower oil, by the so-called technical exporters, have been published.
We are talking about exporters exporting agricultural products purchased for cash under fake forged documents (of unknown origin), without paying millions in taxes to the state budget and, unfortunately, without returning foreign currency earnings to Ukraine.
This “topic” has been agreed upon and is actively flourishing both at the Odessa key customs house and at regional customs houses, where customs authorities for an agreed percentage turn a blind eye, clear customs, and give the go-ahead for the export of agricultural products worth millions of dollars, and the mechanism of established control over the origin of agricultural products, in in accordance with Order No. 19 “On some issues of financial discipline under the legal regime of martial law”, it turned into a corruption trough for Odessa customs officers, tax officials and BEB officers and not an instrument for controlling the origin of agricultural products and an instrument for the return of foreign currency earnings.
Unfortunately, even the dismissal of the head of Odessa customs did not change the situation; the leftist grain continues to travel from Ukraine “to the black”.
Perhaps the situation will be changed by the dismissal of the head of the Odessa tax office, Hwang, announced last week.

From Ukraine, with the help of this technical exporter alone, in April 2024 alone, sunflower oil and sunflower meal worth a record 13.3 million US dollars were exported. Insane volumes of 14,831,590 kg of oil and 25,209,850 kg of meal were exported by a Kiev exporter with a state registration date of December 2023, without a single hryvnia of taxes paid, and this did not attract the attention of a single regulatory authority.

The company was registered 4 months ago in the Kyiv region, the city of Bucha, Novoe highway street, building 36. During this short period of time, this technical exporter exported from Ukraine 38,486,005 kg of wheat worth $4.23 million, soybeans - 1,289 130 kg worth $0.350 million. There are no documents for the purchase of these volumes of products. Again, customs and BEB do not see this. The budget lost tens of millions in taxes.

April - the situation has not changed; oil and meal worth almost $10 million were exported.

A mega successful exporter with capital registration, who during April managed to simultaneously clear customs and export oil and sunflower meal simultaneously from 4 customs offices - Dnieper, Kharkov, Odessa and Chernivtsi. The export volume is, as always, a record - more than $15 million.
Ecozerno Ukraine LLC
Ecozerno Ukraine LLC (45272236) 65016 Odessa region, Odessa Fontanskaya Road, no. 71 of. 217. This time Odessa, a working and illegal scheme for customs clearance at Odessa and other regional customs (Chernivtsi, Lviv, Vinnitsa) is working and has already exported through Odessa customs - oils, meal, sunflowers worth almost 10 million US dollars. The origin of what was exported is unknown! There is also no payment of taxes to the budget! A one-time technical exporter without any effect on the state budget.
All these schemes operate with the assistance of regional and central departments of customs, tax and BEB, which pretend not to notice this.
