Houses with snow-white furniture for KhNPP builders, 1.5 million each: how Energoatom is preparing for the “Great Nuclear Construction”

The publication “Our Money” analyzed the purchases of various divisions of Energoatom in recent months aimed at preparing for the construction of nuclear power units at the Khmelnitsky NPP. This is a project with great corruption risks, which both journalists and the Anti-Corruption Committee of the Verkhovna Rada have already seen.
Energoatom plans to begin the completion of blocks No. 3 and No. 4, costing tens of billions of hryvnia, which will be completed in many years, at best. However, billions will begin to be spent right now. That is, money will be spent on things that are irrelevant now.
The head of the Ministry of Energy, German Galushchenko, is personally lobbying for this Energoatom project. However, officially the Ministry of Energy keeps itself at a distance from this story: it states that it has nothing to do with either Energoatom or the construction of the Khmelnitsky NPP. Now the bill on the completion of the Khmelnitsky NPP does not have a push from the Office of the President. But at any moment it can get a “push”. And they are preparing for it.
Over the past four months, Prozorro has published Energotom tenders related to construction at the Khmelnitsky NPP, totaling more than UAH 450 million. This is not construction yet, but solely preparation for it.
For example, to set up a construction camp, structures worth 100 million were purchased: 60 structures for various purposes for 42.78 million UAH and 40 residential houses with furniture and household appliances for 57.63 million UAH.
Houses began to be purchased at the end of April. They are completely ready for living and are intended for workers of the Zaporozhye NPP involved in repair and restoration work at power units No. 3 and No. 4 of the KhNPP.
They must be equipped with energy-saving Steko metal-plastic windows and insulated with mineral wool. Interior decoration - terrace boards, false timber, laminate in the rooms and porcelain tiles in the bathrooms.
Heating is combined from the boiler room and centralized. There should also be air conditioners, boilers, fire alarms, TV, refrigerator, safe, Internet, cable and landline telephone line.
The interior has also been decorated to the smallest detail. Cabinets, cabinets, tables, hallway, bed - everything is white, even the brush and toilet paper holder was clearly designed to match - Yoka Saki White Matt for 1,380 UAH, although holders of a different design can be purchased at Epicenter for 624 UAH.
The beds should be Aqua Rodos Avangard, which is also not the cheapest position on the market - 35-45 thousand, depending on the presence of a lifting mechanism. For example, similar white Aqua Rodos beds from another Bianca collection cost about 24 thousand UAH. And you can sleep on them too.
The contracts also stipulate bedding, dishes, towels, a 100% cotton terry robe, soft chairs, rugs, a router, a corkscrew opener, etc. However, the lists are not identical in all transactions.
“Our Money” analyzed the technical specifications for the modular design itself and, based on the parameters, found in open sources the most similar houses from the KBK company: the Optibarn project.
According to the consultant of this company, the price of the house itself with finishing and communications ranges from 26 to 27 thousand dollars, that is, from 1 to 1.1 million UAH. This is almost one and a half times cheaper than the KhNPP tender price.
In her spring contract, the houses were for 1.5 million UAH, in the September contract - for 1.4 million UAH. Perhaps this difference is partly explained by the expensive furniture that we talked about above. However, our calculations of furnishings indicate that it could cost only 200 thousand hryvnia for each house.
Some of the houses, according to Energoatom itself, have already been delivered to the cottage town.
In addition to housing, KhNPP purchased 60 auxiliary modular structures:
- 35 wardrobe cars - 820,620 UAH/piece
- 3 trailers for meetings - 997,320 UAH/piece
- 6 dining trailers - 862,320 UAH/piece
- 1 first aid station – 606,334 UAH/piece
- 4 shower trailers - 708,000 UAH/piece
- 3 instrumental — 420,000 UAH/piece.
- 7 night modular security posts - 136,800 UAH/piece
- 1 post with a turnstile - 242,400 UAH/piece
They are also equipped with furniture and appliances, but more modest: chipboard tables, faux leather chairs, steel cabinets. The only difference between the meeting trailers is tables made of beech wood and interactive whiteboards Intboard Ut-Tbi92x with a diagonal of 92" for 32 thousand hryvnia.
In addition to 100 million for houses and trailers, in May KhNPP ordered the development of a project for the construction of a new apartment building on 9 floors for 1.92 million. The installation of a new concrete plant is also ongoing.
They actively purchase construction machinery and equipment for the needs of the branch - forklifts, hydraulic lifts, truck cranes, excavators, lifts and the like. The total value of these agreements has already reached 143 million. Some of the machines for the needs of the branch were purchased by Energoatom. More than 28 million were spent on workwear.
XAECTV regularly informs about the progress of the project. The site is often visited by the head of NAEC Energoatom JSC, Petr Kotin, who, when inspecting the construction of a technical overpass, noted that the construction readiness of power unit No. 3 is 75-80%.
However, Kotin did not say that construction of this block began in 1985 and stopped with the collapse of the USSR. Since then, the block has stood submerged in groundwater, with other structures exposed to rain and snow. Therefore, their suitability for further construction is generally in question.
