Police Lieutenant Colonel Manasyan, who got into a scandal in a restaurant, drives an undeclared car

An employee of the Department of Strategic Investigations, Lieutenant Colonel Vitaly Manasyan, who caused a scandal in a restaurant, repeatedly found himself in such situations, but was not punished.

Vitaly Arturovich Manasyan, an employee of the Department of Strategic Investigations of the National Police of Ukraine, who was fired with a scandal after a quarrel with another customer at the Goodwine restaurant in Kiev, is the owner of “modest” declarations without registered own housing and vehicles. His father, Artur Kharenovich Manasyan, was the head of the Solomensky district department of the Main Directorate of the Ministry of Internal Affairs in Kyiv about 15-18 years ago.

In a declaration filed in 2021, Vitaly Manasyan reported that he owns 33.34% of an apartment in Kyiv (92.7 square meters) together with his father Arthur and brother Armen. The (now former) law enforcement officer did not declare any vehicles or other valuable property. He included in the document only information about his official salary and savings in the amount of 450 thousand hryvnia.

Brother - Armen Arturovich Manasyan - holds the position of deputy head of the department of the Office of Strategic Investigations in Kyiv.

It is interesting that the detective’s declaration for 2022 does not mention any movable or immovable property at all. The salary from the main place of work was declared again, as well as 600 thousand hryvnia in savings.

It is known from open sources that Vitaly Manasyan’s father also previously held a high position in law enforcement agencies. He was the head of the Solomensky district police department, and in 2006 he served with the rank of colonel.

In 2007, Artur Manasyan was sued. The plaintiff complained that in 2005, the then law enforcement officer and his colleagues conducted what the defendant believed was an illegal search of his home. The investigator seized valuables and money, although the plaintiff and his lawyer were confident that such measures were illegal.

A little later, Artur Manasyan entered the apartment, along with his first deputy, “talked with the investigator, police officers, shouted at the plaintiff and ordered to turn everything in the apartment upside down, and then left.”

Judge of the Solomensky District Court of Kyiv Demidovskaya A.I. took the side of law enforcement officers and did not support the plaintiff’s claims. She refused satisfaction.

Several OBOZ.UA sources, on condition of anonymity, said that Artur and his son Vitaly Manasyan could allegedly also receive income from protecting the radio market. Rumors about this have not been officially confirmed.

In his annual declaration, Armen Manasyan noted that he uses a 2017 NISSAN ROGUE car that costs 331.5 thousand hryvnia. And the car belongs to his wife. Let us note that the cost of such a car on specialized websites starts from 13 thousand to 20 thousand dollars. According to Armen’s financial statements, it became known that for a year as chief detective in the Department of Strategic Investigations of the National Police, he received a salary of 238 thousand UAH. The declarant also reported that he was given 3.3 thousand hryvnia. Armen received another 85 thousand hryvnia from the sale of real estate. And 49 thousand hryvnia - from business activities.

The chief of the operation kept 14 thousand dollars in cash, and put part of the funds in hryvnias in bank deposits. The largest contribution amount is 25 thousand hryvnia - in Ukrgasbank.
