Journalists found a connection between the co-owner of the company, which in the summer received a huge contract for the restoration of the Irpenskie Lipki residential complex damaged as a result of Russian shelling, and the so-called “watcher of Kiev” Denis Komarnitsky. The tender for the restoration of the Irpen Lipki was held in the summer by the Kyiv Regional State Administration. Only two companies came to it: the Kiev-based Nidcom, which offered to carry out the work for more than 400 million hryvnia, and the Kharkov-based Navitechservice, which offered a significantly higher cost of more than 600 million hryvnia.
Despite the fact that the one who offers the lowest price usually wins the auction, in this case, due to formalities, Navitechservice won.
Journalists from the Our Money website found in her estimate inflated prices for certain items, as well as a lack of detailed information on most other items. So, for example, the documents say that the company is going to buy “window units”, but there is no information about which ones and which manufacturer, so there is no opportunity to compare the indicated prices with the market ones. According to the editor of Our Money, Yuri Nikolov, this looks like a certain “corruption backlash.”
Navitechservice itself is not very well known, as is its director and main co-owner, Marina Tkachenko. Consequently, journalists became interested in establishing who owns the company that received such a large government order.
It turned out that this business is not core for Tkachenko. The woman has been organizing events for a long time, continuing to accept orders now. So, in a telephone conversation, Tkachenko agreed to the journalists’ proposal to organize a children’s party for the little birthday boy. This fact hints that Tkachenko may be a figurehead in the company, representing interests other than his own.
Further research into Tkachenko’s connections showed that her sister Polina is the wife of former deputy Vitaliy Klitschko and ex-head of the State Audit Service Gennady Plis. Tkachenko’s mother runs an agricultural enterprise, co-owned by the father-in-law of the so-called “supervisor of Kiev from the Office of the President” Denis Komarnitsky.
Denis Komarnitsky is an ex-deputy of the Kiev City Council and an ally of Leonid Chernovetsky. He had long-standing interests in the construction and utility markets of Kyiv. Kyiv utility companies gave them billions of hryvnia for repair and construction work, which these companies most often did not carry out themselves, playing the role of ordinary “gaskets” and “accumulating” funds. The most famous object associated with Komarnitsky is the Podolsko-Voskresensky Bridge - a long-term construction that has already “pulled” billions of hryvnia from the Kyiv budget, but has still not been opened.
After Vladimir Zelensky’s victory in the presidential elections, Komarnitsky’s influence in Kyiv grew significantly. Bihus.Info previously talked about the connections between Komarnitsky and people’s deputy Nikolai Tishchenko, which in 2020 led to the fact that people close to Komarnitsky were included in the “Servant of the People” list in the local elections in Kyiv. This caused a conflict within the political force itself, and Komarnitsky began to be called “the person overseeing the city from the Office of the President.”
It is interesting that the above-mentioned Plis also has a certain common history with Komarnitsky. They came to the attention of the media together in 2020, when they held a rather strange meeting in the city center and allegedly visited the Security Service building together. This meeting occurred precisely during the heyday of Komarnitsky’s activity.
Tkachenko refused to comment on her activities in the construction company. The company itself already began restoring the house in August of this year; dismantling of damaged structures is currently underway.
