When analyzing the documents presented, journalists discovered several suspicious aspects
A tender scandal broke out in Poltava. Local authorities announced a competition for grass cutting, but it was won only by a recently created company from Kamensky, which raised many questions. Can three workers cope with mowing the grass on 105 city streets, and is this company a fictitious company?
The thing is that the tender amount is prohibitive - 10 million hryvnia.
On May 1, the Poltava Municipal Motor Transport Enterprise (KATP-1628) announced a tender for services for landscaping and maintenance of green spaces.
According to the agreement, the winner of the tender will have to mow the grass on 105 streets of Poltava with a total area of 1,156,415 sq.m. at least five times during 2024. Two companies took part in the tender: City Construction Center LLC and Construction Company-M.
Tender winner
After the proposals were revealed, the winner was City Construction Center LLC, which offered to carry out the work for UAH 9,714,000.
The cost of mowing one square meter for Poltava will be 1.68 UAH (8.4 UAH for five times). On May 21, the head of KATP-1628, Alexander Maksimenko, signed an agreement with City Construction Center LLC.
Who are City Construction Center?
City Construction Center LLC is a company founded by Anatoly Izyumsky just six months ago. The company is registered in Poltava, but Izyumsky himself is from Khabarovsk and lives in the Dnepropetrovsk region.
In the past, he was an official observer from the Servant of the People party in Kamenskoye. When analyzing the documents presented, journalists discovered several suspicious points:
- In the initial documentation, Izyumsky listed only himself as director. After the tender organizers demanded to show information about qualified workers, he added three mowers: Anatoly Adamovsky, Denis Shcherbatsky and Vitaly Velet. It turns out that these three must mow the grass on 105 streets five times during the year.
- The company's financial reports showed that net profit for 2023 amounted to only 9.9 thousand UAH. To meet the requirements of the tender, Izyumsky issued a bank guarantee for UAH 388,555.
Second bidder
The second participant in the tender was Construction Company-M LLC, founded by Zhanna Inyushina in 2016. This company from Kamensky has significant experience in government tenders and orders for UAH 205 million in 2023, mainly from the Kamensky City Council. In 2024, the company has already received orders for UAH 122 million.
Thus, the situation with the tender for grass mowing in Poltava looks dubious. Perhaps the victory of City Construction Center was not due to the transparency of the process, but to the artificial creation of competition.
