After Vishnevoy they went after Kramatorsk: the media showed how they continue to steal funds

While the war is going on and the best sons are dying at the front, in the Novodonetsk community of the Kramatorsk district of the Donetsk region, budget funds are being cut.

The media have already described a scheme for the theft of budget funds in the Cherry City Council of the Kyiv region during the purchase of warning systems. Now we can say with confidence that during the war a criminal group was created in the state to steal budget funds and this is confirmed by a new tender already in Kramatorsk (purchase RU-2024-05-06-007067-a), where the price for 6 warning systems has increased up to 3.7 million UAH compared to 6 warning systems in Vyshneve for 3.1 million UAH and compared to Makarov where 30 systems cost 7 million UAH. Products from the same manufacturer LLC NPF Brand Master Plus is a company that provides services in the field of fire safety.

And across the country, like mushrooms, representatives and dealers of NPF Brand Master Plus LLC appeared, armed with various kinds of certificates and declarations, which they use in collusion with the customer of the tender for the purchase of warning system equipment when drawing up tender documentation.

Thus, by narrowing the circle of participants, it is possible to set the price not at 230,000 for the warning system, as in Makarov, but at 600,000 UAH, as in Kramatorsk. We would like to note that the cost of the warning system is about 120,000 UAH.

Certificates, and there are about 1600 of them in Ukraine, can be obtained from private companies that have the authority to issue them. Certificates: Health and Safety Management Systems, Quality Management Systems, Anti-Corruption Management Systems, Environmental Management Systems, Supply Chain Safety Management Systems and 12 others, which are the key to success in the theft of budget funds, both in Vyshneve and in Kramatorsk.

The more such certificates in the tender documentation, the more reliably corrupt officials are protected from stealing budget funds, because not every company that wants to participate in tenders will be able to receive such a number of certificates in a short time.

With a high probability we can say that the tender was prepared for a specific participant and equipment of Brand Master Plus NPF LLC. We will not be surprised when only one company takes part in the tender and its name is not difficult to guess, AGNI ENGINEERING LLC, although just in case there may be another with a set of certificates.

The Prosecutor General's Office of Ukraine has already initiated criminal proceedings regarding the purchase of warning systems in Vyshneve, and the State Audit Service of Ukraine is conducting an audit.

We hope that regulatory and law enforcement agencies will pay attention to the scheme in which Ostap Bender, with his principles of respecting the Criminal Code and 400 methods of taking money from rich individuals, rests, just as these schemers found the richest individual - the Ukrainian state.
