They came up with a shelter and decided to repair it: in the Kyiv region they found a cunning way to cut money

The State Audit Service identified violations when checking the repair of a shelter in the Kyiv region. There was no shelter at all at the address where the repairs were supposed to take place, but the contractor was still paid an advance.

Previously, this company had already inflated prices for its services during other repairs in the Kyiv region, “Investigation.Info” reports.

In December 2022, the Borodyansky Council ordered the repair of a shelter for children in the Druzhnyanskaya gymnasium for UAH 4.3 million. They themselves elected the contractor, BCREMSERVICE LLC, which was supposed to complete the work by the end of 2023.

The State Audit Service, which monitors the correct use of budget funds, became interested in this purchase. During the inspection, auditors discovered violations.

For example, BCREMSERVICE LLC does not seem to have carried out any work, because there is no shelter at the repair address.

“In fact, the construction of an incomprehensible facility began, because the builders had neither permits nor design documentation,” write the State Audit Service.

They also discovered that BCREMSERVICE LLC illegally received an advance in the amount of UAH 1.47 million. Thanks to the intervention of auditors, these funds were returned to the local budget.

BCREMSERVICE LLC was also exposed for inflating the cost of its work during the renovation of the lyceum in the Kyiv region. Journalists discovered that the company had inflated the cost of concrete by one and a half times.

Also, the inflated prices were in another agreement with this company. When renovating two floors at the Kiev Regional Oncology Clinic, BCREMSERVICE overestimated the cost of toilets, doors, fire alarms and other materials.

According to YouControl information, BCREMSERVICE LLC appeared on the market in 2016. The founder of the company is Evgeny Yarmolitsky, now the company is owned by Mikhail Vovk, and headed by Vladimir Tinitsky.
