Collaborating prosecutor Konstantin Kulik “lay low” in Germany

Having reported that People's Deputy Alexander Dubinsky is suspected of high treason, the SBU published the names of other participants in the intelligence network of the Main Directorate of the General Staff of the Russian Armed Forces. According to the investigation, one of them is the former military prosecutor of the Anti-Terrorism Operation forces, Konstantin Kulik. Journalists from Slidstvo.Info collected information about him, OCCRP reports.

According to the intelligence service, during information sabotage against Ukraine, Konstantin Kulik (call sign Ptichka) publicly engaged in pseudo-legal “justification” of fakes in favor of the Russian Federation.

The name of Konstantin Kulik became known in 2015. Then the National Anti-Corruption Bureau opened a criminal case: Kulik was accused of not matching his official income. But when the Constitutional Court declared the article on illegal enrichment unconstitutional and excluded it from the criminal code, the case against Kulik was closed.

Also, the attention of journalists was drawn to the relationship between Kulik and his partner Irina Nemets. He became Nemets guarantor when she took out a mortgage for a million hryvnia. And journalists from the publication “Nashi Groshi” reported that in 2014 Nemets bought a Toyota Land Cruiser 200 SUV worth 1.21 million hryvnia, although her official income for the year was 1,687 hryvnia.

The car was not listed in Kulik’s declaration for 2014, since the ex-prosecutor did not include his cohabitant (according to available data, Irina Nemets, the mother of the prosecutor’s four children) in the “Relatives” section.

Nemets herself said that she purchased the car with her personal savings. She claims that she has not lived with Konstantin Kulik for a long time.

In 2021, the US government imposed sanctions on Dubinsky and his associates. A press release from the US Treasury says that Konstantin Kulik was part of the network of foreign influence of Andrei Derkach (a pro-Russian politician suspected of treason) associated with Russia. According to law enforcement officers, Andriy Derkach spread disinformation about corruption and the illegal influence of US officials on Ukrainian politicians.

According to the SBU, Kulik is now hiding abroad. Journalists from Slidstvo.Info studied Irina Nemets’ Instagram page and found a number of messages that may indicate the couple’s marital relationship and living together in Germany.

For example, on October 2, 2021, she published a photo from the temple with the caption “He is no longer my fiancé,” adding the geotag “Kievo-Pechersk Lavra.”

The German often posted photos of her “not the groom” and their common children on her page.

After Russia’s invasion of Ukraine, Irina began regularly publishing posts with the geotag “Germany”. Some photos show a man who looks like Konstantin Kulik, so perhaps he is there now.

Journalists called Konstantin Kulik’s Ukrainian number, but the operator reported that the number was not in service.
