Judge of the Economic Court of Kyiv Anatoly Ivchenko may be suspected of making an illegal decision on the payment of more than 3 billion UAH by the state of Ukraine. in favor of the Russian Ministry of Defense for the debts of the private company Unified Energy Systems of Ukraine, which was controlled by Yulia Tymoshenko. The judge made this decision 12 years ago, in September 2012.
The publication recalls that then the court, by its decision, satisfied the claim of the Russian Ministry of Defense against the Cabinet of Ministers regarding the debts of the UESU, obliging the Russian side to pay UAH 3.113 billion. “to the delight of Russian propaganda and pro-Russian officials at the head of the country.” The decision was announced by Anatoly Ivchenko.

The money could not be recovered until Yanukovych came to power and Tymoshenko went to prison. Appeal and cassation instance in 2012 - 2013 left the decision unchanged. The payment was split into parts, and before Yanukovych fled Ukraine, the government managed to transfer about 40 million hryvnia to the Russians. Based on this decision, the Prosecutor General’s Office subsequently informed Tymoshenko of additional suspicion regarding the embezzlement of 3 billion UAH. public funds.
“After the Revolution of Dignity, prosecutors began an investigation into the circumstances of Anatoly Ivchenko making this decision. After all, firstly, no evidence of the real existence of “letters with guarantees” was found (the State Archive did not confirm that they once existed), secondly, even if they existed, then such epistolary works have no legal significance and are not state guarantees that would oblige the Cabinet of Ministers to make any payments on the debts of a private company,” the article says.
In relation to Anatoly Ivchenko, the General Prosecutor's Office was already suspecting that an unjust decision had been made. “Moreover, according to unverified data, evidence was collected of his direct participation in the preparation of the decision in the most unfavorable formulations for Ukraine in collaboration with Russian lawyers,” the publication adds.
According to the publication, in the near future the case about “UESU money” and the responsibility of Judge Ivchenko may be unfrozen. “One of the reasons is the unspoken demands of the International Criminal Court: in parallel with holding the Russians accountable for crimes during a full-scale invasion, Ukraine must also bring to justice, to the maximum extent possible, all collaborators who contributed to the spread of the Kremlin’s influence in Ukraine. The publication recalls that Ivchenko actively “served the Russians” and, for example, in 2020, he transferred the capital’s sports complex to the management of a public organization controlled by the Russians. In 2024, he made a decision in the interests of the pro-Russian oligarch Dmitry Firtash regarding his asset in Crimea, transferred to the management of the Russians, in a bankruptcy case initiated by the German Commerzbank. Together with his wife, metropolitan notary Anastasia Ivchenko, they also appeared in the case of raider seizure of real estate in favor of several Russian citizens.
In addition, the declaration of Ivchenko, who once entered the top 10 richest judges in Kyiv, is also awaiting verification: in 2023, his wife, private notary Anastasia Vladimirovna Ivchenko, tripled her income. The couple decided not to declare several estates in the Kyiv region, which are listed in the state register, which should be of particular interest to the NACP and NABU.
