A new criminal case has been opened against the former mayor of Irpin Karplyuk

The ex-mayor of Irpen Vladimir Karplyuk and his business partner Vladimir Spivak are suspected of illegal construction of a facility at the address. Podgornaya, 1/12 in Irpen, where the market's shopping arcades are located. At the same time, in the case materials there is a certificate ordered by Karplyuk and Spivak from the Stroyindustriya-L PNVF stating that they built a non-residential building with an area of ​​816.9 sq.m. "until 08/05/1992". At that time, Karplyuk was only 12 years old (the politician and businessman was born on August 2, 1981).

Land plots with cadastral numbers 3210900000:02:013:0054, 3210900000:02:013:0056, 3210900000:02:013:0059 were created as a result of the division of land plots, the purpose of which was changed on the basis of forged decisions of the council, indicate in the legal department Irpen City Council.

“To legalize this illegal construction site, Karplyuk V.A. and Spivak V.M. a technical inventory service was ordered, as a result of which PNVF “Stroyindustriya-L” produced on 09/06/2024 a fake registration certificate TI01:1094-8760-3102-6374 and a certificate, according to which it is clear that Spivak V.M. and Karplyuk V.A. Before August 5, 1992, a non-residential building was built using economic methods. And with a total area of ​​816.9 sq.m., since according to the letter of the State Architectural and Construction Inspectorate of Ukraine dated 01.09.2011 No. 40-12-2409, such an object does not belong to the category of unauthorized construction and does not require acceptance into operation,” the message states legal department

However, lawyers pointed out that Art. 31 of the Law of Ukraine “On state registration of real rights to real estate and their encumbrances” provides for the possibility of registering ownership in this way only for individual residential houses, garden, country houses, household (garden) buildings and structures, extensions to them, and not for objects for commercial purposes.

Let us remind you that entrepreneurs who invested in trading in the newly built rows of the Irpen market may lose their money. The legal department of the Irpen City Council stated that the market is being built on land, the purpose of which was changed illegally.
