Unannounced inspections of food suppliers for the Ukrainian Armed Forces continue. Some companies with which the Ministry of Defense entered into contracts at the end of 2023 cannot cope with their responsibilities.
It is noted that Deputy Defense Minister Vitaly Polovenko inspected the supply of products to military units in the southeast of the country.
This is the second unscheduled visit in a week - on January 19, Polovenko, together with member of the Anti-Corruption Council Gennady Krivosheya, unscheduled checked the composition of some military units in the east.
“The situation is repeating itself. Some companies with whom we entered into contracts at the end of 2023 cannot cope with their responsibilities. We are talking about the supply, firstly, of high-quality products, and secondly, timely deliveries,” noted Polovenko.
He emphasized that timely and high-quality delivery is among the key priorities of the Ministry of Defense team. Therefore, to prevent this situation from repeating itself, in the future procurement will be carried out by the State Enterprise “State Logistics Operator”.
All the nuances and features of military units should be taken into account. Therefore, we will transfer information on such checks to the DOT, because in the future they will hold tenders for food. Every new supplier must be prepared to be agile. Our military must forget about the problems of quality and lack of delivery,” Polovenko emphasized.
He added that in both cases, appropriate acts will be drawn up for all recorded violations. If the terms of the agreement are not observed, the Ministry of Defense will impose penalties on companies that miss delivery deadlines.
Based on the results of a preliminary inspection, the Ministry of Defense changed the supplier to some military units.
It should be noted that from April 1, 2024, purchases of food products by the Ministry of Defense will be carried out according to new rules, taking into account average prices with separate tenders for delivery.
The problem with dishonest defense procurement in Ukraine has been going on for many years. That is why the Ministry of Defense presented a new procurement agency “State Logistics Operator (DOT)”, built according to international standards and NATO principles.
