KNP "Kiev City Clinical Hospital of War Veterans" announced another tender for major repairs for 52 million hryvnia.

The supplier was chosen as the winner, which significantly increased the cost of building materials in the estimate. According to the Prozorro system, on November 20, the hospital entered into an agreement with Alpha Industrial Construction LLC to carry out repairs until the end of 2024. The company received the contract without competition, because no one else showed up to bid.

However, the cost of materials in the provided estimate, as usual, is suspicious. Journalists from Our Money pointed this out. For example, the waterproofing mixture Ceresit CR 90 (with penetrating effect) is priced at 185 UAH per kg, while the market price is 36 UAH. That is, an overestimation of 5 times. The situation is similar with other positions.

The product for protection against capillary moisture, also from Ceresit, is listed at 639 hryvnia per liter, but on the manufacturer’s website the mixture is sold for only 257 hryvnia per liter.

In general, most materials and equipment cost the contractor 2-5 times more than on the market. Therefore, experts suspect a fictitious inflation of the cost of work to steal budget funds.

The director of the hospital is Boris Borisov. The winning company of the tender is owned by Yuriy Neborak, who previously worked in the DPS (State Tax Service) and had dubious connections with ex-regionals - with the assistant to people’s deputies Zabarsky and Moskalenko Anatoly Kobylyansky, being a co-founder of the company “Security Technologies “Triger” with him. Kobylyansky’s formation “Dellit” guarded Yanukovych’s residence.

Consequently, the scheme for spending tens of millions of budget funds raises many questions.
