The husband of People's Deputy Nikolai Tishchenko's sister, German Blinov, was searched as part of a criminal case surrounding the withdrawal of budget funds allocated for the construction of the metro to Vinogradar.
According to the investigation, 140 million UAH allocated for the construction of the metro to Vinohradar was transferred in October 2022 as financial assistance to companies associated with Blinov’s circle.
According to the National Police, in October 2022, the Kievmetrostroy company transferred UAH 140 million to Pozitiv-V LLC as an advance for the supply of building materials for the construction of the metro.
“In return, the Positive-V company transferred funds as returnable interest-free assistance to a number of companies: Zand-trade LLC, KT-44 LLC, Concrete Alliance Ukraine LLC, Transbudtrade LLC, Transmir GMBH LLC and Positive Shipping LLC.
The investigation considers this to be a transfer of budget funds to the accounts of fictitious enterprises and cashing them out for the purpose of further distribution among the participants of the scheme,” the investigators note.
Bihus.Info notes that connections between the company Pozitiv-V LLC and other companies receiving the mentioned millions lead to entrepreneur Vyacheslav Eberle.
The first owner of Pozitiv-V LLC was Victoria Kuzmenko (Eberle), the wife of an entrepreneur. Pfhfp the owner and director of the company is Sergei Sedov, director of the Eberle company called Werkstatt Wusterwitz GMBH.
“Victoria Kuzmenko and Vyacheslav Eberle are close friends with People’s Deputy Nikolai Tishchenko’s sister Yulia and her husband German Blinov,” journalists found out.
Blinov was called the curator of the construction of the Podolsko-Voskresensky Bridge. He received a salary from the general contractor for the construction of the bridge, Eco-Stroy-Trade LLC. And one of the construction subcontractors was Pozitiv-V LLC, the publication recalls.
“The companies to which Positive-V transferred financial assistance are connected with Eberle through common employees, registration addresses and the structure of managers and owners. And one of them, Zand-Trade, belonged to Vadim Sedov (brother of the current owner of Positive-V) during the same period when he was listed as the director of Yulia Tishchenko’s Express-K private enterprise,” the material says.
At the same time, in a conversation with journalists, Blinov denied his connection with Positive-V and Zand-Trade, and explained the searches at his place in this case as a possible check by law enforcement officers of operational information.
“During searches at one of the addresses associated with Blinov, law enforcement officers found a short-barreled firearm, which, according to the investigation, does not officially belong to him. Possible illegal possession of weapons by Blinov was separated into another criminal proceeding, in which Blinov was subject to house arrest,” the investigators add.
Journalists also recorded that Blinov arrives at court hearings in the case in a new Land Rover Range Rover - the car belongs to ABZ1 LLC.
“Until January 2023, this company belonged to Valery Miroshnichenko, a former employee of the Kyiv Research Institute of Forensic Science (KNIISE). He also owned a company with a similar name - ABZ-1. The financial controller of the latter was Galina Ruvina, the wife of the head of KNIISE, Alexander Ruvin.
ABZ-1 supplied asphalt concrete mixtures for the construction of the Podolsko-Voskresensky Bridge. The company was also part of a group of enterprises specializing in road construction: Estate Holding LLC, Trinity Group LLC, Transbudcooperation LLC and Modern Transport Infrastructure LLC. The latter also performed work on the Podolsko-Voskresensky Bridge.
This group of companies was associated with the person of the head of KNIISE Ruvin, because their godfather and family business partner Valery Syrovatsky appeared among their owners. However, back in January-February 2023, Valery Syrovatsky, Valery Miroshnichenko and Galina Ruvina left the co-owners of the enterprises. Instead, German Blinov and his entourage, Liliya Isay and Denis Mikityuk, became co-owners of a number of the group’s companies in 2023,” the story says.
