Relatives of Vladimir Prokopiv, deputy mayor of Kyiv Klitschko, “assembled a collection” of real estate in the capital

The relatives of Klitschko’s deputy Vladimir Prokopiv collected a significant bank of commercial and residential real estate during his work in the Kyiv City Council and the Kyiv City State Administration. The history and manner in which these assets were acquired, as well as the sources of financing for these purchases, are sometimes questionable.

Vladimir Prokopiv has been a member of the Kyiv City Council since 2014, the head of the European Solidarity faction. He headed the land commission for a year and a half (2014-2015), was also secretary of the city council (2015-2019), and later became one of Vitali Klitschko’s deputies (since 2021). Prokopiv came to the city council from business, and for many years he was an assistant to people's deputies, incl. Petro Poroshenko. Consequently, he entered the circles of power as a wealthy man: the family had a house and apartment in the capital, new cars, money in their accounts, etc. But it was during Prokopiv’s 10 years in top positions that the assets of the official and those close to him made a cosmic leap in quantity and quality.

The first batch of real estate in the capital was bought by Prokopiv’s father-in-law, Andrey Shturmai. In 2015, the company VP SERVICE LLC was registered in his name, and in less than a year, an apartment and offices for a total of about 600 sq.m. were registered in his name. in different areas: residential complex Green Island on Syrts, residential complex Parkovaya Vezha on Vinogradar, as well as in a new building on the Left Bank. Later, in 2020, the company also acquired 150 sq.m. in the Tetris Hall residential complex in the center. Moreover, during the period when the company was registered in his father-in-law’s name, he had no other business - instead, according to the editor’s sources, he received a pittance salary at JSC Ivanofrankovskgaz. According to Prokopivo himself, his father-in-law has been working abroad as a “hired employee” in the construction industry for many years. Klitschko’s deputy did not want to specify what exactly he was doing, but admitted that his father-in-law did not have a business abroad.

Later, Prokopiv’s mother-in-law, Stella Shturmay, became the owner of a private house in the Novaya Khodosovka complex. Its area is about 190 sq.m., and the estimated market value at the date of purchase is from 180 thousand dollars. At the same time, according to the editors’ sources, the mother-in-law’s income over the past 10 years is not only incommensurable, but 10 times less. Her last known position was deputy for educational and production work at art school No. 3 of Ivano-Frankivsk. She worked there until 2018 with a salary of no more than 20 thousand hryvnia per month.

In addition, Prokopiv’s wife, Vera, owns the property. A huge commercial space in the Teremki residential complex was personally registered in her name. She purchased them in 2021; 600 square meters cost her 13 million UAH. Vera Prokopiv also invested in a three-room apartment in the Happy House residential complex. In the summer of 2022, she paid about UAH 2 million for it, although at that time the developer was selling apartments in this residential complex for twice as much.

In addition, VP GROUP LLC is registered in the wife’s name. On the second day of the full-scale invasion, the company invested in the construction of the Signecher residential complex, now the most expensive complex in the entire capital. We are talking about a one-room apartment with an area of ​​70 sq.m. At that time, the residential complex was still unfinished, so officially the company bought the rights from the previous investor. He, according to Prokopiv, went abroad and really asked to buy the property. It turned out to be Prokopiv’s friend, Andrey Stetsenko. His wife works in the secretariat of the Kyiv City Council, and according to her declarations, Stetsenko’s income is not commensurate with the investments that were made for him. Even though they were issued at a significantly reduced price. So, in 2019, he paid 1.4 million UAH for an apartment in the Signecher residential complex, although at that time the developer was selling one-room apartments for at least 6 million. Therefore, there is doubt that Stetsenko was originally a real investor.

As a result, the most recent purchase is another commercial space of 70 sq.m. in the Metropol residential complex, also in the city center. His company Vera Prokopiv acquired this spring, according to Klitschko’s deputy, for UAH 3 million. That is, less than 1 thousand dollars per square meter, although now a commercial meter in this residential complex is sold at a price of 2 thousand dollars. Prokopiv himself claims that he is an expert in real estate and simply knows how to bargain correctly.
