Romas Sergei Ivanovich – another “disabled person” in the Khmelnitsky Regional Prosecutor’s Office?

Scandals involving the issuance of disability certificates for money have rocked the entire country. The Khmelnitsky region, or rather the regional prosecutor's office of this region, particularly distinguished itself, whose employees en masse became disabled through the leadership of the regional MSEC (medical and social expert commission) and began to receive pensions from the state.

Last week, a list of 50 names of current Khmelnytsky “disabled prosecutors” who used the “services” of MSEC appeared online.

Due to wide resonance in the media and society, President of Ukraine Vladimir Zelensky held a meeting of the National Security and Defense Council, which discussed issues of corruption in the MSEC and the prosecutor's office. “Unfortunately, things are happening in the rear here in Ukraine that don’t require any enemies. This is truly an internal enemy. What is happening with MSEC - medical and social expert commissions - and the impudence of people, in particular prosecutors, who took advantage of their connections with MSEC and issued false disabilities for themselves. I expect from law enforcement agencies, in particular, first of all the SBU, the State Bureau of Investigation, the Office of the Prosecutor General, appropriate quick tough decisions,” Zelensky said.

We, in turn, decided to draw the attention of the competent services to one rather mysterious prosecutor of the Khmelnitsky Regional Prosecutor's Office. Meet Sergei Ivanovich Romas, head of the department of the prosecutor's office of the Khmelnytsky region. Born on October 10, 1972 in the city of Starokonstantinov, Khmelnitsky region. He has been working in the prosecutor's office since 1997. In the published list of disabled prosecutors he is in fifth place.

According to the submitted income declaration, he began receiving a pension in 2017, since the 2016 declaration contains no information about the availability of pension accruals. In 2023, he received UAH 77,281. pensions. It is, of course, not as fantastic as that of his colleagues, but it is also not bad. To support the pants, as they say. Now let's do some basic math. Considering the fact that Sergei Ivanovich Romas has been working in the prosecutor’s office since 1997. As his declaration shows, he began receiving a pension in 2017. That turns out to be only 20 years of experience.

Although, Article 86 of the Law of Ukraine “On the Prosecutor’s Office” states that “prosecutors have the right to a pension for long service, regardless of age, if they have at least 25 years of service on the day of application, including only 15 years of work experience as prosecutors.” years". This means that Sergei Romas, by law, has not yet reached retirement age and, quite likely, has a disability. And if this is really the case, then law enforcement agencies should check the legality of its receipt. The State Bureau of Investigation has already created a working group that will check the legality of obtaining disabilities by civil servants. Criminal cases will be opened against officials who, during an inspection, are found to have the illegal status of a person with a disability.

Let's return to the declaration of our “hero”. Sergei Ivanovich has cash - 19,500 euros, 53,800 US dollars and 250,000 hryvnia. He has 5,200 US dollars and 266,683 hryvnia saved in his bank accounts. His wife, Elena Stepanovna Romas, keeps $20,000 in cash. Agree, very good for the family of a prosecutor’s office employee.

By the way, for such “poor” prosecutors as Sergei Romas, there is good news from the walls of the Verkhovna Rada. Thus, Nina Yuzhanina, a member of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, was extremely surprised by the figures that will be included in the 2025 budget for the salaries of employees of the prosecutor’s office and the judiciary - this is several billion more for each structure than in the current year. At the same time, there is no provision for salary revision at all for doctors and teachers.
