In the spotlight

Russian expansion into Ukraine during the war threatens national security

Gazprom (Putin, FSB) are pouring billions of dollars into Ukraine to undermine the western regions

And structures affiliated with the Kozitskys are helping the Russians with this

Villagers, whose yards and roads are surrounded by cables and bollards by Lviv oligarchs, complain about pressure from law enforcement officers and petty bandits who were in prison for stealing gas condensate, and who represent the interests of “Governor Kozitsky”

At the same time, LLC Drilling Company “Horizons” grossly violates the legislation of Ukraine

In accordance with Article 97 of the Land Code of Ukraine: enterprises, institutions and organizations carrying out geological surveying, prospecting, geodetic and other exploration work may carry out such work on the basis of an agreement with the land owner or in agreement with the land user

There were no agreements with land owners

On June 27, “The Last Bastion” called an investigative team to the scene of the crime and a statement was filed that representatives of Geophysics LLC (Georazvedka LLC) had committed a criminal offense under Art. 197-1 of the Criminal Code of Ukraine (Unauthorized occupation of land), and offenses provided for in Art. 53 of the Code of Ukraine on Administrative Offenses (Violation of land use rules), Art. 97 of the Land Code of Ukraine (obligations of enterprises, institutions and organizations conducting exploration work)

The person who identified himself as the “supervisor” from the Kozitskys is Zeykan Alexander Yurievich

  • In 2008-2010, Zeykan was the head of the State Enterprise "Ukrgeofizika"
  • In 2002-2012, Zeykan was an assistant to people's deputies from the Party of Regions Vladimir and Alexander Goshovsky
  • In 2012-2014, Zeykan was an assistant to the people's deputy from the Party of Regions Sergei Katsuba

It is noteworthy that in 2012 Sergei Katsuba headed the State Enterprise "Neftegaz-Energoservice" And his brother Alexander Katsuba headed Naftogaz of Ukraine in 2012-2014

Sergei Katsuba was found in violation of Art. 84 of the Constitution of Ukraine regarding personal voting in the Verkhovna Rada, involved in the corruption case of the so-called “Boiko’s towers” Voted for dictatorial laws on January 16, 2014.

On October 2, 2015, the Pechersky District Court of Kyiv, upon the proposal of the Main Investigative Directorate of the Ministry of Internal Affairs of Ukraine, agreed to the arrest and detention of Sergei and Alexander Katsub. On October 1, 2015, the General Prosecutor's Office of Ukraine put the Katsub brothers on the international wanted list; the search was terminated after the closure of criminal proceedings on January 5, 2016

The brothers were accused of conspiracy to steal government funds on an especially large scale. Alexander abused his official position as deputy chairman of the board of Naftogaz of Ukraine (2012-2014). In particular, he signed certificates of completion of work worth UAH 285 million for allegedly conducting studies of oil and gas fields on the Chernoe shelf seas

The funds were transferred to Universal Commercial Society LLC, which, based on the results of the audit, turned out to be a fictitious company registered in the name of a dummy person. The LLC did not carry out any work, having neither special equipment nor specialists for this. The funds received from the state-owned enterprise were withdrawn to conversion centers and cashed out. Law enforcement officers are confident that that the organizer of the criminal scheme was Sergei Katsuba, who served as deputy head of NJSC Naftogaz of Ukraine until 2012 And its implementation was carried out by Alexander Katsuba, who took his place

The Main Investigative Directorate of the Ministry of Internal Affairs also charged the brothers with attempting to steal 3.4 billion m3 of gas from NJSC Naftogaz of Ukraine. NAC entered into an agreement with Gazukraina-Trading LLC for the supply of natural gas, which should only be sold upon prepayment. However, in the summer of 2013, Katsuba signed with the company additional agreement for the supply of 3.4 billion cubic meters of gas at a cost of almost 12 billion hryvnia without advance payment

The criminal case, within which it was decided to detain Sergei and Alexander Katsuba, was opened in the spring of 2014

On June 18, 2016, by decision of the Goloseevsky District Court of Kyiv, he was again arrested on suspicion of creating a criminal organization and abuse of official position

In March 2017, Alexander Katsuba made a deal with the investigation, paid 100 million UAH to the budget and gave important testimony. The Shevchenko court of Kyiv released him from the pre-trial detention center, lifting the seizure of his property

It was thanks to Katsubam that Zeykan received a position at NJSC Naftogaz of Ukraine

It is noteworthy that Zeykan’s deputy at Naftogaz was Vasily Gladun, who was also an assistant to regional director Sergei Katsuba

In 2012, Zeykan and Gladun were members of the Ukrainian delegation, which surrendered Ukrainian interests in favor of Gazprom, agreed with the operator of Gazprom’s foreign projects Gazprom International and NJSC Naftogaz of Ukraine to intensify work on the creation of a joint venture (JV) to develop the structure of the Palace in Ukrainian Black Sea shelf

At that time, Zeykan was already the director of the gas and oil production department of NJSC Naftogaz of Ukraine, and Gladun was his deputy

Katsuba's horses implemented the party's policy of stealing mineral resources belonging to the people of Ukraine

After the Revolution of Dignity, Vasily Gladun fled to Russia, but retained close ties with Zeykan

In 2016, the Minister of Energy of Ukraine Vladimir Demchishin, by his order, appointed Vladimir Gladun (brother of Vasily Gladun) as the acting head of the state enterprise Poltava Department of Geophysical Works, who had already headed this state enterprise under the previous government of Yanukovych, and was involved in a criminal case for embezzlement of state property

“Poltava Department of Geophysical Works” is one of the few state-owned enterprises that provides geophysical services, accompanies drilling operations of oil and gas enterprises, which allows the discovery and development of new fields

Vladimir Gladun, according to his official biography, headed the company from 2000-2012, and was then reappointed to this position by Minister Eduard Stavitsky in 2013

He was a deputy of the Kyiv district council of Poltava in 1998-2006, was a member of the Party of Regions. In 2010, he ran for the Kiev district council in Poltava from the Party of Regions, as stated in the statement of the Opposition bloc in defense of Vladimir Gladun

Gladun was dismissed from the post of director of the Poltava Department of Geophysical Works enterprise shortly after the Maidan victory in the spring of 2014

Vladimir Gladun is involved in criminal case No. 1201517000000816 The National Police of the Poltava Region suspects the then management of the state-owned enterprise of embezzling public funds and concluding obviously unprofitable contracts by prior conspiracy with private business entities. In particular, investigators are investigating multimillion-dollar transactions of the state-owned enterprise with the company Poltava Geophysical Works Enterprise, registered as an adopted daughter Vladimir Gladun Oksana Shpak

In January 2016, a series of searches took place as part of the case; among other things, investigators gained access to the bank accounts and documents of the company of Gladun’s relative, as evidenced by the Unified Register of Court Decisions

Simultaneously with the appointment of Gladun, Minister Demchishin terminated his powers as acting. director of this state enterprise Vladislav Levinsky

Levinsky is mentioned in the media as a participant in the events on the Maidan, the organizer of the “Poltava Eurogalushki” tent, which served as food for participants in the revolution

Vladimir Gladun was fired only in July 2016

It is noteworthy that in 2015 the same Alexander Zeykan still remained the director of the Naftogaz department

In 2015, Alexander Zeykan ran for the Transcarpathian Regional Council from the political party Opposition Bloc

Now Alexander Zeykan calls himself the head of Georazvedka LLC, which belongs to Zinovy Kozitsky

In 2023, Georazvedka LLC signed an agreement with Ukrnafta for scientific and technical services in the field of engineering. For its services, the company received UAH 118,032,712 from the nominally state-owned company.

Vladimir Gladun was not left without work; now he is the owner of Firm Horizont LLC, which is engaged in exploration and drilling

It is interesting that the director of Firm Horizont LLC is Yana Mikhailovna Kraynyai

Previously, she worked as the head of the economic analysis department of the department and reporting of the State Enterprise "Poltava Department of Geophysical Works" (whose head was Vladimir Gladun for a long time)

In 2020, she was included in the register of corrupt officials. The reason was the untimely submission of declarations of a person authorized to perform the functions of the state or local government for the past year

Within six months she became director of Firma Horizont LLC.

Now the Katsub horses are engaged in intimidating residents of the Poltava region in the interests of the Kozitsky clan and Gazprom

Kozitsky's connection with the President's office

LLC Drilling Company "Horizons" was founded in June 2013

The head of the LLC is Stepan Zinovievich Kozitsky The owner of the enterprise is Kozitsky Zinovy Yaroslavovich

The company is part of the financial and industrial group "Zakhidnadraservice"

The Zahidnadraservice group of companies is engaged in exploration, drilling and production of oil and natural gas. It unites seven service and production companies

  • LLC "Zakhidnadraservice"
  • PE "Nordic"
  • Private enterprise "Project-Stroy"
  • LLC "Ukrspetszakaz"
  • LLC "Drilling Company Horizons"
  • Georazvedka LLC
  • Nordic-Bud LLC

And companies in the field of alternative energy

  • Eco-Optima LLC
  • LLC "Carpathian Wind"
  • LLC "Sambir Solar Station"
  • LLC "Sambir solar station-2"
  • LLC "Solar power plant "Bogorodchanskaya-1"

The owner of the Zahidnadraservice group of companies is Zinovy Kozitsky

Persons associated with her are also Stepan and Maxim Kozitsky

Stepan Kozitsky is the founder of more than 30 enterprises associated with the Zahidnadraservice group of companies

Maxim Kozitsky also had connections with several dozen companies related to Zahidnadraservice

In September 2007 - November 2010 - Maxim Kozitsky was a member of the supervisory board of Ukrneftegazinvest LLC

In November 2010 - June 2014 - Deputy General Director for General Issues of Ukrneftegazinvest LLC

In December 2009 - June 2014 - General Director, Deputy General Director of Prykarpattia Energy Company LLC, part-time

In June 2014 - October 2016 - Deputy General Director of Prykarpattia Energy Company LLC

In October 2016 - January 2020 - Director of Eco-Optima LLC

In 2015, he ran for the Lviv Regional Council from the Samopomich party, but did not get into the council.

In the summer of 2019, Kozitsky was a candidate for the post of chairman of the LGA. December 27, 2019 Maxim Kozitsky was approved by the Government of Ukraine for the post of chairman of the LGA.

In 2020, Maxim Kozitsky headed the Lviv regional organization of the political party Servant of the People

In 2020, bihus.info reported that Maxim Kozitsky’s companies, which he handed over to his father for management, were transferred to foreign business, which also leads to Maxim Kozitsky And also to Poles, Cypriots and even Virginians

In addition, Kozitsky had a direct conflict of interest in the position

On May 31, 2023, LOVA transferred almost 5 hectares near the Kyiv-Chop highway in the Stryisky district to LLC Drilling Company Horizons for 20 years

For some reason, LOVA decided to hide this, although the decision was published on the official website and it was even written about in the news. Probably due to the fact that the owner of Horizons is Zinovy Kozitsky, the father of the chairman of LOVA, Maxim Kozitsky.

Since 2018, LOVA transferred 20 plots with a total area of 8.3 hectares to his companies. Orders for 18 of these 20 plots were issued already during the chairmanship of his son Maxim Kozitsky. However, it is worth noting that this was a continuation of previous lease agreements - earlier in 2016 the same plots LOVA allocated for the construction of the Orivskaya wind farm under the leadership of Oleg Sinyutka

On June 26, it became known that the court ordered NABU to begin an investigation into the construction of a road to the recreation complex of the father of the head of the Lviv Regional State Administration, who is a businessman

The court upheld the complaint of public figure Svyatoslav Litinsky and ordered the National Agency for the Prevention of Corruption to enter into the register of pre-trial investigations a statement about a conflict of interest and the use of budget funds

He announced this on his Facebook page

We are talking about the construction of a road for 23 million UAH in the resort Skhidnytsia, which leads to the private recreation complex of Zinovy Kozitsky

“The court ordered NABU to enter into the unified register of pre-trial investigations a statement about a conflict of interest and the use of budget funds for the benefit of relatives (abuse of official position) when building a road for our 23 million to the recreation complex of Mr. Zinovy Kozitsky (50%) Considering how NABU took on this is the thing... there will be another case, like with the theft of a car by a border guard. But nothing, the state has no other hands other than ours for self-cleaning,” Litinsky wrote

The Lviv regional military administration spent millions of dollars on building a road to a private recreation complex, which is half owned by the father of the chairman of the Lviv OVA - Zenovy Kozitsky

We are talking about 23 million UAH of funds from the regional budget allocated in 2023. Even earlier - in 2021, 2 million UAH were allocated from the state budget for the road here

“At first, the road was made by the state, and a whole complex was built around it. Property is the said company “Normaz Plaza” and Vitaly Lomakovich They (owners of luxury real estate ed.) probably decided that this road would be their intra-block road, despite the fact that it is state-owned road We contacted the village council and decided to build a road around it so that “slaves would not drive along our road,” suggested Svyatoslav Litinsky

Litinsky, after his own investigation, wrote a statement to NABU, because he sees in such actions an abuse of power, misappropriation of funds, as well as a real conflict of interest

We also note that only LLC Drilling Company “Horizons” in 2019-2024 concluded 10 contracts with Ukrnafta and Ukrgazvydobuvannya for a total amount of UAH 894.6 million.

In anticipation of the appointment, the enterprises of the Zahidnadraservice group of companies are actively recruiting government contracts, but NABU and the SBI stubbornly do not notice the conflict of interest

Connection with Gazprom

LLC Drilling Company "Horizons" carries out only prospecting and exploration work in the Poltava region

The company has two branches

  • LIMITED LIABILITY COMPANY "HORIZONTS"
  • LIMITED LIABILITY COMPANY "SERVICE COMPANY "HORIZONTS"

It was HORIZONTS LLC that in 2021 received a special permit for the use of subsoil on Zhukovskaya Square in the Poltava region

The founder of HORIZONTS LLC is the Czech company MND Ukraine as

The ultimate beneficiaries of the company are Zinovy Kozitsky (20%) and Czech citizen Komárek Karel

Karel Komárek is a Czech businessman with a net worth of $8.18 billion as of February 2023. He is one of the richest citizens of the Czech Republic and the founder of the investment company KKCG

KKCG's activities include lotteries and gaming, energy, information technology and investments Member companies include Allwyn, MND, ARICOMA Group, KKCG Real Estate Group, Springtide Ventures and others

As of 2022, KKCG operates in 33 countries

It is noteworthy that on the website of the MND group there is a detailed description of Ukrainian assets - from 2014 the company will become the owner of three gas companies in Ukraine (Horizons, GBL, FEC). MND Ukraine also owns five production and exploration licenses, and namely Beregovskaya, Chaikovitska, Gorna, Bunovskaya (Lviv region) and Grabovskaya (Ivano-Frankivsk region)

In 2011, Komárek’s structures entered into an agreement with Gazprom, and two years later, a full-fledged agreement on the joint construction of new gas storage facilities

It was stated that the company, together with the Russian monopolist, would build a storage facility in Europe and Russia

Despite the fact that this information is public, both parties were proud of the partnership and did not try to disguise it

On the Gazprom website, in the section dedicated to the Dambořice UGS facility, it is stated that “the project is designed to ensure reliable supplies of Russian gas through the OPAL and Nord Stream gas pipelines.” The storage facility was completed in 2016 Despite the sanctions imposed in connection with the construction of Nord Stream, the total volume of storage facilities built to service PP-2 together with Gazprom is 456 million cubic meters. m

Quite quickly, this partnership went beyond business and flowed into social and sports projects - this is how Komarek became a sponsor of the Kontinental Hockey League, where Alexander Medvedev, former deputy chairman of the board of Gazprom (2014-19), holds the position of president

The partnership with Gazprom also included the purchase of a 16% stake in Gazprom’s subsidiary in the Czech Republic, Vemex, which supplies fuel to European countries.

For this part, Komárek paid about 1 billion crowns (more than $45 million at the current exchange rate). In parallel with this, an oil reception, storage and spill complex was purchased in the Oktyabrsky district (Samara region)

The joint venture was created in 2013 to build an underground gas storage facility in Damborica, South Moravia, for CZK 2.5 billion (EUR 100 million)

“Gazprom is a strategic partner for us. We highly value the creation of a joint venture with one of the largest companies in the world. In the future, we are planning further joint projects not only in the Czech Republic, but also in Europe and Russia,” Komárek said back in 2013

In the spring of 2021, Gazprom further strengthened its ties with MND when its local subsidiary Vemex agreed to buy most of the gas produced by MND MND, co-owned by E.ON Ruhrgas, KKGC, Slovakia's Slovensky Plynarensky Priemysel and Gaz de France, retained several percent of production required for own activities

Vemex supplies gas to 12 of the 35 largest Czech companies, including PKN Ceska Rafinerska, Vitkovice Steel, the Plzensky Prazdroj brewery and Pilsen Steel. For Gazprom, this is a significant strengthening of its market position. In addition to supplying gas to Vemex, it also supplies RWE Transgas, which is the dominant supplier of natural gas. gas in the Czech Republic

After the full-scale invasion began, Komárek condemned Russia's attack on Ukraine, but continued to do business with Russians

When in 2022 it became clear that KKCG, through another company - MND - owns the Dambořice underground gas storage facility in the Czech Republic together with Gazprom - both companies had 50% ownership

That same year, Komárek's company won a 10-year contract with Allwyn, the British organizer of the National Lottery, worth £6.5 billion, promising to sever ties with the Russian business within "a few days."

This was reported by the British publication The Guardian

But even by March 2024, Gazprom had more than 2.6% of the ownership of a gas storage facility in the Czech Republic. At the same time, The Guardian found out that during the tender for the contract with Allwyn, Karel Komárek’s enterprises borrowed millions of dollars from the Russian state banks VTB and Sberbank.

Now a KKCG spokesman has said that MND has agreed to buy Gazprom's final 2.63% stake in a gas facility in the Czech Republic, with the deal already approved and due to be completed by the end of June 2024

Despite sanctions, Russia has significant influence on European business and political circles

Let us recall that in 2022, a trial began in Germany in a case in the center of which is one of the most notorious economic scandals of the century in Germany. The prosecutor's office of the Bavarian capital accuses the bankrupt Austrian citizen and former chief of the Wirecard concern Markus Braun along with other former top - managers in fraud, falsification of reports and theft of concern funds

At the same time, thousands of shareholders and customers lost a total of 20 billion euros - this is how Wirecard was assessed before the sudden bankruptcy, not counting the billions that had already disappeared from the accounts of the company itself. The bankruptcy of Wirecard became one of the most notorious economic scandals in the history of Germany over the past 80 years. Former German Chancellor Angela Merkel (Angela Merkel) and her then deputy and head of the Ministry of Finance, and now Chancellor Olaf Scholz (Olaf Scholz) were forced to testify as part of a parliamentary investigation into this high-profile case

In just a few years, Wirecard managed to enter the elite of German business, in order not only to allow billions of euros to turn into dust even faster, but also to dissolve its leaders: one of the accused is considered dead, although no one has seen the body; the second key defendant, besides Marcus Brown, is hiding in Russia and probably already has a Russian passport

We are talking about a former member of the board of directors of Wirecard, Jan Marsalek, an Austrian who is suspected not only of fraud worth billions of euros, but also of connections with Russian intelligence services

Considering Komárek’s close ties with Gazprom and its managers (who are clearly linked to the FSB), can we trust the Czech businessman? Rhetorical question

But for some reason the National Security and Defense Council and the Security Service of Ukraine, which should have imposed sanctions on companies associated with Komarek back in 2022, do not want to notice this

And the State Service of Geology and Subsoil of Ukraine, as submitted by the SBU to the National Security and Defense Council, should have canceled all licenses issued by Horizons LLC and MND Ukraine as

More about various conspiracy theories and further steps regarding Gazprom representatives soon

And at the same time, whose business empire inherited the funds and Russian influence of Anatoly Matvienko
