The head of the KSCA garage, Dmitry Rakhmatullin, owns 16 apartments in Dubai

Investigative journalists found among the owners of real estate in Dubai the acting head of the motor transport enterprise of the Kyiv City State Administration, Dmitry Rakhmatullin.

In particular, the head of the “Kyiv City State Administration garage” purchased 16 apartments with an area of ​​more than 2 thousand square meters in 2009. meters in the Ferretti Luxury Beach Residence skyscraper near Jebel Ali island on the coast of Dubai.

This is stated in the investigation of the Radio Liberty project “Schemes”.

“As part of the international project Dubai Unlocked, Schemes journalists gained access to data on the owners of real estate in Dubai and found among them current Ukrainian officials who have property in the Emirates, but do not inform Ukrainian society about it, as required by anti-corruption legislation,” – journalists comment.

In particular, Dmitry Rakhmatullin purchased real estate near the island of Jebel Ali on the coast of Dubai in 2009. Now he is acting as director of the municipal motor transport enterprise of the capital’s mayor’s office, which is informally called the “KSCA garage.”

“The Dubai registry indicates Rakhmatullin’s ownership of 16 apartments in the Ferretti Luxury Beach Residence skyscraper with a total area of ​​2,255 square meters - that’s like two Olympic-standard swimming pools. However, the building has not been built since 2009,” the investigation says.

It is noted that from 2018 until recently, he headed the parking inspection in Kyiv. Rakhmatullin has held various positions in the capital since 2015.

Also, according to investigators, in the year of investing in unbuilt apartments, Rakhmatullin was on an unnamed foreign business trip, which lasted from 2006 to 2015, according to his public biography. At the same time, in response to a request from Schemes, Rakhmatullin said that at that time he worked in the Arab-African region for private companies as a manager.

It is noted that in none of the declarations for the last three years, which Rakhmatullin filed this year, there is any mention of his Dubai assets: neither in the section “unfinished construction projects”, nor in the section “securities”, nor in the section “financial liabilities” before the declarant."

“In his response to the editors, Rakhmatullin did not explain in detail what happened to his investments in Dubai real estate. He only noted that he does not own sixteen apartments in Dubai and does not have any unfinished construction projects or investments that are subject to declaration,” the journalists reported.
