The head of Kievgorstroy Bondarev registered the company in Spain during the period of hostilities

Kievgorstroy is a large construction company that is 80% owned by the city of Kyiv and is one of the leading developers in Ukraine. However, starting in the fall of 2022, almost all of its construction projects were frozen. This is due to military operations and a reduction in payments to investors under installment agreements. The second aspect of this situation is related to serious problems that have become increasingly apparent within the company's management.

Today we will talk about the not very public vice-president of Kievgorstroy Arkady Bondarev, who, as it turned out, even during the war and chaos in the real estate market of Ukraine, registered a company in Spain with a capital of 300,000 euros.
Arkady Bondarev, according to official information, has been working for the capital authorities in the public utilities and housing sector since 1992. Since 2010 – Vice President of PJSC “HC “Kievgorstroy”. His biography does not contain any hint of work in the business sector or private companies. However, like most officials, who strangely live in grand style, working for the state all their lives.

At one time, Bondarev managed to be an assistant to people’s deputies Oleg Shevchuk from “Fatherland”, as well as Roman Romanyuk from the Klitschko “UDAR”.

Bondarev’s powers at Kievgorstroy include coordination of activities for the sale of real estate, marketing and the company’s participation in government programs. It would seem like a huge responsibility, especially during a war. However, in fact, not a single comment by Arkady Bondarev about the activities of Kievgorstroy during the military aggression by the Russian Federation can be found. His Facebook page is also not full of news about the work of the capital’s development company, but is rather an advertising newsletter for his son Alexander.

Those interested in sports probably saw the news a month ago that 14-year-old Ukrainian racer Alexander Bondarev became a member of the youth program of the Williams Formula 1 team. The news is striking in that Alexander became the first Ukrainian racer in history to achieve this. He is the son of the vice-president of Kievgorstroy.
On specialized sports websites you can read about the career of Alexander, who has been racing since the age of 5. “All this time, Alexander was engaged in karting, in fact, at the expense of his parents. After all, racing is an expensive sport and it is almost impossible to find sponsors for children,” write the sports media.

It is also reported that “the breakthrough year for the young racer Alexander Bondarev was 2022, when the Ukrainian’s high results were appreciated in the Ricky Flynn Motorsport team, through which Lando Norris passed at the same time.”

While for most Ukrainians it was the worst year in history - a year in which the Russian Federation launched a full-scale invasion of Ukraine, and Russian terrorists killed, raped and tortured our people.

And in 2023, Alexander Bondarev becomes a member of the Williams Racing Academy. Of course, with the sponsorship of his father, vice-president of Kievgorstroy.

One might think that his son’s career is sponsored by his mother, Arkady Bondarev’s wife. But she also does not have such great success in business that would allow her to invest money in such an elite sport as racing.

Bondarev's wife is singer Oksana Bryzgalova. In the past, she is a member of the pop group Milos, and in 2019 she is also a candidate for participation in Eurovision from Ukraine as part of the group Braii. It is known that Oksana met Bondarev during a beauty contest, and in 2008 they became spouses. Before the full-scale Russian invasion of Ukraine, Bryzgalova ran the Istok studio recording studio in Kyiv. But now the studio’s website is not working, and the last message on social networks concerns congratulations on the New Year 2022.

Oksana doesn’t show much of life on social networks either. A recent photo, dated August 2023, taken in the UK and captioned “Just a new frontier”.
Thanks to open data in the registers, we were able to find a certificate of the creation of a company in Spain by Oksana Bryzgalova and Arkady Bondarev in 2023.
The company called "BONDAREV RACING SL" was created on January 11, 2023. The latest changes are dated March 2023. They note that the couple, the vice-president of Kievgorstroy, and the singer are its leaders. Type of activity: sport and its promotion.

The company is registered in the municipality of Barcelona, ​​and its office is located a few meters from the beach and surrounded by expensive hotels.
The most interesting information concerns the capital of the company. According to the register, it reaches as much as 300,000 euros, or 11.6 million hryvnia at the exchange rate. Since, apart from Bondarev and Bryzgalova, no other participants were noted, the conclusion whose funds these are suggests itself.
So, in the midst of the war in Ukraine, during the actual bankruptcy of one of the largest developers and when every Ukrainian daily donates money to the Armed Forces of Ukraine, the vice-president of Kievgorstroy Arkady Bondarev invests 300,000 euros in the creation of a company in Spain, with the aim of developing and promoting his own son's career.

And everything would be fine if it were money earned in your own business. But these are funds taken from the pockets of every Kiev resident, because Kievgorstroy is financed from the capital’s budget and 80% of its shares belong to Kyiv. Let us repeat, Arkady Bondarev did not conduct any business activity in his life, and his wife’s fortune would only be enough to buy a race uniform for their son.

Already during the war, when most men were unable to travel abroad due to martial law restrictions, Arkady Bondarev, apparently, went to Spain. At least the profile photo of his son, dated September 2022 and geolocated Calella, is a municipality that is part of the province of Barcelona. It is here that the company BONDAREV RACING SL, founded by Arkady Bondarev in January 2023, is registered.
The caption under the photo is a congratulation to the father on his birthday, so it is likely that the vice-president of Kievgorstroy could celebrate his holiday with his family not in Ukraine.

Spain is a country in which many Ukrainian officials of various types have businesses or real estate. Journalists have repeatedly written about this, noting that most of these people cannot prove the legal origin of their condition. It seems that the vice-president of Kievgorstroy, Arkady Bondarev, is also joining this company.
