Ruslan Tarpan, who created an environmental disaster in Odessa, is hiding in the Russian Federation

The scandalous Odessa oligarch Ruslan Tarpan, who, according to media reports, is the culprit of the long-term environmental crisis in Odessa, fled to the Russian Federation after the opening of a number of criminal proceedings against him several years ago.

Many criminal cases have been filed against Ruslan Tarpan, one of which is corruption schemes involving the construction of the Deepwater Release system for cleaning the coast of Odessa.

This project was supposed to relieve the Khadzhibey estuary and clean up the water and beaches in Odessa. However, with the assistance of the oligarch, the funds were used to replenish his pockets, and not to improve the lives of Odessa residents.

Journalists learned that, after the initiation of criminal cases, Tarpan fled to the Russian Federation, with which he has long-standing ties. So, in June 2021, a publication appeared in one of the media, where it was reported that an oligarch in Moscow wrote a statement against his personal driver, who allegedly stole rare cars from the fugitive oligarch.

“Journalists found out that he has long-standing ties with the aggressor country, Russia. If you believe the Russian media, Tarpan may be on Russian territory from June 2021. There was even news in the media about the theft of rare cars from his collection. Now this case is being investigated by the Moscow police,” the material says. It should be noted that now Ruslan Tarpan is wanted not only by Ukrainian law enforcement agencies - he is also wanted by international intelligence agencies.

The Odessa oligarch is also accused of a high-profile construction scam in 2017 - the reconstruction of a building on Primorsky Boulevard, where repair work was carried out improperly, and monuments on the facade began to collapse over time.

Then the cost of reconstruction was more than 100 million hryvnia, and the city budget calculated losses in the amount of at least 5 million hryvnia.

“In April 2021, part of the statue collapsed from the facade, which, as it turned out, was repaired using a plastic bottle,” the journalists noted.
