Ex-regionalist and participant in the Odessa “Anti-Maidan” Voloshenkov took office at the Defense Procurement Agency of the Ministry of Defense
Before the scandal with the Ministry of Defense bunker had subsided, the Defense Procurement Agency again found itself at the epicenter of the scandal. Indeed, in June 2023, Dmitry Voloshenkov, a former anti-Maidan activist and ex-regional activist, got a job at the Agency as a manager for foreign economic activity. Moreover, until this time the official had not left the founders of the public organization “Civil Initiative “For Odessa!” For Yanukovych!”
In June 2023, ex-regional and participant in the Odessa “Antimaidan” Dmitry Voloshenkov took the position of manager for foreign economic activity at the Defense Procurement Agency.
He, apparently, was not even ashamed of the fact that he was an “anti-Maidan activist” and had previously openly published this information on his personal Facebook page. However, today it is impossible to see this, because his profile is closed.
However, the public and the Internet remember everything. And under the last message, where Voloshenkov mentions “expanding cooperation” with the government agency under the Swedish Ministry of Defense, which is responsible for procurement for the country’s Armed Forces, one of the users left her comment “How do you walk with changed shoes? Doesn’t it press?”
After close attention to Voloshenkov’s face, on April 18, 2024, Marina Bezrukova, head of the Defense Procurement Agency of the Ministry of Defense of Ukraine, announced her intention to fire the manager of foreign economic activity Dmitry Voloshenkov due to the dissemination of information about his “anti-Ukrainian activities” in the past. She published this information on her Facebook page.
Dmitry Voloshenkov came to the Agency long before my appointment, in June 2023, as a manager for foreign economic activity.
It remains unclear to me why Dmitry’s previous political experience and position during the Revolution of Dignity were not taken into account as significant risks. Therefore, I initiated an internal investigation into the completeness of the special check that he underwent when employed by the Agency,” wrote Marina Bezrukova.
A lot of not entirely pleasant comments immediately appeared under this message. And this is what everyone was most interested in: why were ordinary Ukrainians able to find Voloshenkov in the photo taken during the Odessa Anti-Maidan, but the Ministry of Defense was not?
Who is the Voloshenkov family and what is their track record?
Dmitry Voloshenkov is the son of a retired general of the Security Service of Ukraine and former first deputy chairman of the Odessa Regional State Administration Boris Voloshenkov.
After Maxim Marchenko ceased to be the head of the regional state administration on March 15, 2023, Boris Voloshenkov became the acting head of the administration. He performed these duties until Oleg Kiper was appointed head of the regional state administration on May 30, 2023.
According to open sources, Voloshenkov Sr. got into the acting position in a very strange way. He personally signed an order on his own appointment to the position of acting head of the regional state administration. This information is available in the relevant order.
During the presidency of Viktor Yanukovych, Voloshenkov Jr. headed the city organization of the Party of Regions. And indeed, this information is confirmed. During the events of the Revolution of Dignity, Dmitry Voloshenkov was presented in pro-Russian propaganda media as a participant in the so-called “Anti-Maidan”, who supported the separatist movement, defended the forceful measures of “Berkut” and supported the idea of creating “Odessa autonomy”.
In addition, Voloshenkov often appeared in photographs in the uniform of the People's Commissariat of Internal Affairs.
Also on the chest of Dmitry Voloshenkov, the St. George ribbon is clearly visible, which today is generally prohibited by Ukrainian legislation.
And already in January 2021, Voloshenkov became the head of the department of European and Euro-Atlantic integration in the Ministry of Strategic Industries. However, he was removed from office two days later due to the application of the lustration law. However, the Odessa District Administrative Court reinstated him in his position. Moreover, the court ordered the conclusion of the Ministry of Strategic Industries of Ukraine on the results of checking the information according to which Voloshenkov is subject to lustration to be declared unlawful.
So even lustration could not prohibit Voloshenkov from going to government work. And so he gets a job at the Ministry of Strategic Industry.

And in our case, it’s worth looking at who was Dmitry Voloshenkov’s ally in the recent past. How telling and compromising can only a photo become.
Internet users write that in the photo from left to right is Anton Davydchenko, the leader of the separatist movement in Odessa, who was exchanged for our defenders, Alexander Vasiliev, the ideologist of the “Russian Spring”, who fled from Ukraine first to the Russian-occupied Crimea, and later moved to Moscow. Valery Kaurov - proclaimed himself the 14th president of the Odessa People's Republic in March, and then Gennady Trukhanov, Dmitry Voloshenkov.
The public expresses its indignation, because it is somehow strange that half of those standing on stage are wanted on charges of terrorism and treason, while the other half are respected government officials.
So at what stage is the Voloshenkov case?
As reported by Radio Liberty journalists, Voloshenkov himself told Schemes that he had passed a polygraph test. The question about changing the political position and the decision to work in a government structure was left unanswered.
But the answer here is obvious. Today, Dmitry Voloshenkov is one of the founders of the public organization “Civil Initiative “For Odessa!” For Yanukovych!” , which today appears as active in the official registers.
And no less eloquent is the “Ivan Kuris Foundation”. Who doesn’t know: Ivan Kuris is a Russian military leader. And here's the problem, again the co-founder is an official who worked in the Ministry of Defense of Ukraine - Dmitry Voloshenkov.
So, words are probably already superfluous. Three years of full-scale war, thousands of the best sons of Ukraine have died, and a lover of the “Russian world” is appointed to a high post in the Ministry of Defense.
It is also interesting that Dmitry Voloshenkov took a position at the Defense Procurement Agency when Vladimir Pikuzo was the director. Let us recall that in 2013 Pikuzo was a lawyer in the department for especially important cases of the Odessa City Council. It was at this time that Dmitry Voloshenkov worked as deputy chairman of the Odessa Regional Council. Isn't it a strange coincidence?
