The State Service of Geology and Subsoil of Ukraine (Gosgeonedra, GGN) received new applications for special permits for the use of granite deposits, which were previously controlled by the UNIGRAN group of Igor Naumts.
Applications were received on 10/09/2024 from two companies:
- Korostenskaya Mining Company LLC - in relation to the Korostenskoye (Stremigorodskoye) deposit (special permit No. 634);
- Malinskaya Mining Company LLC - in relation to the Pinyazevitskoye (SD No. 766), Pinyazevitskoye-II (SD No. 1601), Pinyazevitskoye-II deposits - Severny (SD No. 6136) deposits.
Until October, these subsoil areas were controlled by JSC Korostensky Quarry (owner Igor Naumets), JSC Malinsky Stone Crushing Plant and PJSC Pinyazevitsky Quarry (Elena Kalpa - together with Igor Naumets, under the sanctions of the National Security and Defense Council since 2023). On 10/07/2024, special permits were alienated in favor of Novel Prom LLC by Mark Trabulsi (with an authorized capital of 100 UAH at the time of sale).
Now control over the deposits is established by Korostenskaya (YouControl) and Malinskaya (YouControl) mining companies of the founder of the investment holding Alumeta Group, owner of the Brovary aluminum smelter Sergei Shapran (he recently became the sole owner of Budindustriya-Service LTD LLC, which previously also belonged to the UNIGRAN group).
During the alienation of special permits at Novel Prom, the directors of MKDZ, Korostensky and Pinyazevitsky quarries were charged with suspicion and preventive measures were chosen (in criminal proceedings regarding the likely minimization of rent for the use of subsoil and payment for land).
A sanctioned Cypriot company tried to challenge the first alienation.
A year before the introduction of personal sanctions by the National Security and Defense Council, in the summer of 2022, Igor Naumets announced a raider attack on the UNIGRAN group.
Let us also remind you that the GGN does not know the prices at which special permits are alienated on the secondary market, and does not have information about the regulations that special permit holders must follow when forming the price/cost of subsoil use rights during alienation. At the same time, SNPP Geoinform of Ukraine, subordinate to the State Geological Department, provides a service for determining the cost of a special permit for the use of subsoil on the date of alienation.
