The detained deputy Miroslav Horvat works as one of the heads of the social policy department of the City Council.

For various amounts, he guaranteed receipt of a certificate confirming the care of persons with disabilities. With this document, evaders received the right to a deferment from conscription.

The SBU caught a deputy in hot water near the City Council building while receiving a bribe.
