In the spotlight

Zelensky's secret plan is already in effect

Zelensky still won’t show the Ukrainian people his “Victory Plan” or “Peace Formula”; I’m already confused about what he’s showing abroad. It must be assumed that Ukrainians are not worthy of familiarizing themselves with this plan. Or... Or he is just another piece of nonsense that our President has been spewing throughout the entire period of his presidency and even after. And perhaps it’s even simpler.

And the “Victory Plan” has been in effect for a long time? For individual citizens who are not at all obliged to report to some Ukrainian people. Judge for yourself, an aunt from the regional MSEC and her son from a pension fund keep $6 million in cash at home. Presumably, much larger sums were transferred abroad. Do you have the feeling that the earnings of Ukrainian officials increased many times during the war? Perhaps this is “their victory”? Millionaires became billionaires, and petty thieves became millionaires. Or take reports on law enforcement officials. Well, prosperity has clearly increased. Despite the war. Or thanks to her?

“The head of the BEB department in the Poltava region, Oleg #Pakhnits, as a candidate for this position in 2021-2023, noted that he owns $6.5 million in cash.

His family owns dozens of land plots in the Dnepropetrovsk region, apartments, parking lots, trucks and cars, an apartment in Slovakia, and much more interesting things.

Of course, today everything is with the wife.

The highlight of Oleg Pakhnits’s declaration is the single-engine Socata TB 20 GT aircraft, which on the market costs about 415 thousand dollars, with tail number UR-COL. The plane belongs to the Progress agricultural enterprise, the beneficiary of which until 2022 was Oleg Pakhnits himself.

The question arises: why does a wealthy businessman change everything in his life and go into public service with a salary of 700 thousand hryvnia per year?

The family of the head of the SBI department, Alexander #Govoruschak, who deals with crimes of law enforcement officers and judges, purchased a house near Kiev, the cost of which could be 14.5 million hryvnia. In the declaration, the official indicated a threefold reduced price for housing.

Journalists from Investigative Info report that Alexander Govorushchak’s declaration indicates that last year his wife Ekaterina, also an employee of the State Bureau of Investigation, bought a house and the land underneath it for 4.5 million hryvnia. It is noted that Ekaterina Govorushchak purchased a house of 165 square meters in Petropavlovskaya Borshchagovka for 1.45 million hryvnia, and a land plot for 3 million hryvnia. Like her husband, she works in the State Bureau of Investigation, recruiting personnel and organizing training.

Journalists turned to the designer, who suggested that renovations to the house could cost 210 thousand dollars or about 8.5 million hryvnia. Also, the developer, who is completing and selling neighboring almost identical houses, noticed that the market value of such a plot of land is 6 million hryvnia.

“Together with the land, the cost of the house without repairs could be 14.5 million hryvnia, which is three times more than the official declared,” journalists note.

Slidstvo.Info learned from neighbors that the Govorushchak couple moved to a new house about a month ago.

Govoruschak refused to answer journalists’ questions about how much housing and land in Petropavlovskaya Borshchagovka near Kiev actually cost. Mr. Govoruschak first replied that he was not interested, and then added: “Everything that is written there, look there. They did it publicly for you to watch.”

The market price of this premises is three times more than what was declared by the official. Journalists found an advertisement for the sale of an almost identical renovated house right next to the official’s premises. It costs 350 thousand dollars.

Bihus.Info: Head of the Migration Police Department, Police General Sergei #Shaikhet regularly visits the sports complex in the center of Kyiv in the middle of the working day. To travel to training, he uses a company car and “operational” license plates.

In the fall of 2023, a 37-year-old man took over the department. Before that, he was the chief of the Nikolaev police. Even earlier, he was deputy head of the Odessa regional police department and head of the investigative department of the Odessa region.

Shaikhet spends about three hours at the sports complex several times a week in the middle of the working day. He arrives there in a company car with operational license plates, which, by law, law enforcement officers must use during operational work.

Journalists also regularly noticed Shaikhet driving the same official car at the entrance and exit of one of the most expensive residential complexes in Kyiv. The head of the Department does not own any real estate in this complex. But his father, Oleg Shaikhet, owns an apartment and a parking space there. The area of the apartments is under 200 square meters. Shaikhet Sr. purchased the apartment back in 2020. Now similar apartments in this residential complex cost from $1 million.

The general’s father has been involved in security activities for the past 10 years and is a co-owner of the security company Security. Its other co-owner is the largest oil producing company Ukrnafta, which before nationalization was controlled by oligarch Igor Kolomoisky and the Privat group.

By the way, Maxim Donets worked at Security, who in 2019 became a security guard for President Vladimir Zelensky.

Acting The former deputy head of the patronage service of the State Bureau of Investigation, Andrei Koliver, was appointed head of the Odessa customs, who during the war purchased a car for 1 million hryvnia.

#Coliver has its roots in customs. Before the State Bureau of Investigation, he worked for a long time in various positions, and in a few years he grew from an inspector to a department head in the State Customs Service. They say that he was a classmate of the then deputy chairman of the State Customs Service Denis Shendrik and worked under the leadership of Andrei Andreykiv, who is now associated with the chairman of LOVA Maxim Kozitsky.

In 2022, Koliver and his wife Tatyana Belous purchased an AUDI Q7 (2018) for 996 thousand hryvnia. They also have an apartment in Kyiv of 60.2 sq. m. meters, purchased in 2007 for 386 thousand hryvnia.

Interestingly, since 2015, Koliver has been “unsuccessfully” building an estate on an area of 1.2 thousand square meters. m in the village of Novoselki, Vyshgorod district, Kyiv region. He only indicated the area of the house as 215.52 square meters. m. It can be assumed that in 9 years the house was built a long time ago, but was not put into operation.

It is also interesting that the wife of an ex-customs officer suddenly became a successful individual entrepreneur after 2020. For 2021, her income amounted to 812 thousand hryvnia, and for 2023 - already 5.66 million hryvnia! Koliver himself earned 1.16 million hryvnia last year.

And the deputies are not lagging behind.

Deputy of the Zhytomyr City Council from the Batkivshchyna party Elena Rosenblat, sister of ex-people's deputy in the Amber Case Borislav Rosenblat, did not declare luxury real estate in the United Arab Emirates and income of $959 thousand.

Deputy Rosenblatt bought, but did not declare, a hotel room and an apartment, and also hid income from the rental and sale of real estate.

According to data from a Dubai leak, in 2019, the deputy purchased two real estate properties in Dubai at once: an apartment for 330 thousand dollars (7.9 million hryvnia at the time of purchase - ed.) and a hotel room for 270 thousand dollars (6.4 million hryvnia at the time of purchase). moment of purchase - ed.).

The room is located in the luxury hotel complex Seven Hotel and Apartments The Palm, and the 70 square meter apartment is located in District One Residences 14. Real estate agency Binayah Properties calls this residential complex “the epitome of luxury living in Dubai.”

According to data from the Dubai leak, both properties since 2019 have brought Rosenblat a total of $259 thousand in income (9.1 million hryvnia at the exchange rate at the time of transactions - ed.), which she also did not note in any of her declarations. By law, city council deputies like her must indicate any income they have in their declarations.

The deputy sold the apartment in January 2024 for 459 thousand dollars. From this transaction she earned 129 thousand dollars (5.1 million hryvnia at the exchange rate at the time of the transaction - ed.). However, she did not mention this in her declarations. Although Rosenblat still has time to submit her annual declaration for 2024 until April 1, 2025, she should have indicated a one-time income of 151 thousand hryvnia in the declaration of significant changes in property status, but she did not.

Hotel room - for rent. But exactly how much money Rosenblatt brings in is certainly unknown. There is no information about this in the register, because the hotel first receives funds from the rent.

The deputy of the Zhytomyr City Council still indicates some of his foreign property in the declarations - in particular, an apartment of 70 square meters. m, which in 2020, as she herself notes, she purchased in Dubai for 11.5 million hryvnia - but not the income it brings. Rosenblat has been renting out this apartment since 2021.

This apartment is located in the premium residential complex The Residences at Marina Gate II, which was built in 2019. The website of the developer, Select Group, states that "Marina Gate II offers luxury living in the heart of one of Dubai's most desirable areas."

According to data leaked from the Dubai government land registry, the total rental income from these apartments is more than $100,000. However, there is no mention of this income in Rosenblatt’s declarations.

In January 2024, according to information from a Dubai leak, a Russian citizen rented the apartment of a deputy of the Zhitomir City Council and will live there until January 2025. For this he paid 150 thousand dirhams or 40.5 thousand dollars. Journalists were unable to establish his name.

When asked why she did not indicate in the declarations all her real estate in Dubai and the income from it, Deputy Rosenblatt replied that she did not know about the hotel room, or the apartment in Dubai, or the income from them.

The NAPC responded that they would conduct a full audit of the deputy’s declarations as soon as they received evidence of her ownership of undeclared property.

Elena Rosenblat is the sister of ex-people's deputy from the BPP party Borislav Rosenblat. The latter is a defendant in the so-called “amber case.”

And this is so - a very brief overview of the improved material conditions of our government. And all this is very similar to looting. Under the actual dictatorship of the Office of the President. So what should we do about it? It is clear that now collecting another Maidan is suicide. But the activities of the current government raise very serious questions. Elections are difficult, if not impossible, to hold. The only way remains is for our pro-Western opposition to consolidate and ask our respected partners to help carry out a rotation of power. Even if it involves replacing the President (as incompetent) with the Speaker of Parliament. But not as senseless as Stefanchuk. Perhaps all this will happen during the truce, which is increasingly being talked about. But by that time, a sane opposition should be ready to seize power.
