The bill on mobilization, military registration and military service, proposed by the Cabinet of Ministers of Ukraine, allows the conscription of group III disabled people into the Armed Forces of Ukraine.
The corresponding document has been registered in Parliament.
The text of the bill does not provide for the mobilization of people of disability groups 1 and 2. At the same time, the mobilization of disabled people of the third group is provided. According to the resolution of the Cabinet of Ministers of Ukraine No. 10 of January 21, 2015, this category of citizens includes people with:
- absence of one eye, blindness in one eye;
- paralysis of the hand, stump of the upper limb, absence of fingers;
- stump of the thigh or tibia. Shortening the leg by 7 centimeters or more.
- absence of a kidney, lung or bladder;
- castration in men;
- inoperable jaw defect, in which a person cannot chew normally and loses weight;
- dwarfism with height below 130 centimeters in men.
Let us add that people with disability group III have moderate functional impairments and limitations in their ability to live. They need social assistance and social protection. The criteria for establishing disability group III are the following restrictions:
- self-care (a person needs to use assistive devices);
- independent movement (moving takes a lot of time);
- education (they can study in general education institutions subject to a special regime of the educational process or with the help of other persons);
- labor (partially missing the opportunity for full-time work);
- orientation, communication;
- behavior control (partially controlled in special conditions).
Persons with group III disabilities can study and work, but only if they are provided with the means to compensate for physical defects or impaired body functions and undergo rehabilitation.
