“Servants of the freak” continue to plunder the budget of Poltava

Poltava KP "Ornamental Crops" with "sharpenings" ordered a remedy against ragweed for 3.6 million

On April 24, the KP “Ornamental Cultures” of the Poltava City Council, based on the results of a tender, ordered Alsvit Plus LLC a means to combat ragweed for UAH 3.57 million. This is reported in the Prozorro system.

The product “Ambrostop” produced by Poltava LLC “Bishofit MD” was ordered for 30 UAH/l.

The “Vsvplus” seller at the Epicenter site offers it for 91 UAH/l, which is three times more expensive, and the “Green Decor” store sells it for 129 UAH/l, which is four times more expensive than the tender.

In March, the Shcherbanovsky village council of the Poltava region ordered “Ambrostop” for 60 UAH/l, which is twice as expensive.

And in July 2023, the Khorol City Council ordered it from the individual entrepreneur Antonina Ivanovna Pryadko at 80 UAH/l.

Last year, Nikolai Lysogor wrote in the Poltava region publication that in Poltava, for the fourth year in a row, the fight against ragweed with a solution based on the mineral bischofite continues. It all started in 2018, when then-regional council deputy Valery Pryadko became interested in the invention of Agricultural University professor Pavel Pisarenko, who proposed using bischofite as a method of combating ragweed, rather than mowing it down with a scythe. Pryadko implemented the professor’s idea and founded the company “Bishofit MD”, which produces “Ambrostop” under the “Ekotochka” brand.

However, experts have certain questions regarding the effectiveness of this remedy in the fight against ragweed.

Alsvit Plus received the order without competition, because no one else came to the auction.

To participate in the tender, it was necessary to confirm the availability of a warehouse as close as possible to the place of delivery (customer’s address at 2 Ukrainian Central Rada Street). Two similar agreements with reference to Prozorro were also required. That is, they should have been only with customers in the understanding of the law “On Public Procurement”. They also required links to the public funds portal “Spending”, where information about the actual payment for the delivered goods is posted.

A similar requirement was appealed to the AMCU for another procurement, and the board obliged the Municipal Enterprise “Engineering Center” of the Kyiv City Council to change the tender documentation.

The requirement for a similar contract with a “customer in the meaning of the Law” is discriminatory, since it contradicts such a procurement principle as non-discrimination of participants and limits the circle of participants.

It was also required to provide certificates for the environmental management system ISO 14001:2015, the health and safety management system DSTU ISO 45001:2019, the energy management system DSTU ISO 50001:2020 and the anti-corruption management system DSTU ISO 37001:2018. They had to be issued by a certification body that, at the time of issue, was accredited by the National Accreditation Agency of Ukraine (NAAU).

Recently, the AMCU published a list of the most common “sharpenings”, which include confirmation of the participant’s compliance with ISO requirements that do not relate to the subject of purchase, as well as the requirement that ISO certificates must be issued by a body accredited by the NAAU.

Since September 2023, the CP “Ornamental Crops” of the Poltava City Council has been headed by Igor Lyashko, and Svetlana Velichko is responsible for procurement.

Igor Lyashko previously worked in the executive committee of the Kyiv district council in the city of Poltava as head of the organizational department, deputy chairman of the district council for the activities of executive bodies, and manager of the affairs of the executive committee. In addition, he was deputy head of the production and technical department at the Poltavavodokanal enterprise. Lyashko is also a deputy of the Kyiv District Council from the Servant of the People.

Let us recall that in 2023, the mayor of Poltava, Alexander Mamai, was dismissed from his post, because the High Anti-Corruption Court found him guilty of organizing the embezzlement of property through abuse of official position, as well as organizing the entry of knowingly false information into official documents. Now the duties of the mayor are performed by Ekaterina Yamshchikova.

The capital's Alsvit Plus, owned by Alexander Solovyan, with an authorized capital of UAH 900, has been headed by Alexander Potelezhko since March 2024. Poltava region reported that this company is connected with Mikhail Nemirovsky (PKF SEN, SKM Montazh and Magnetto companies) and Igor Erenburg (ST LEOL).

The latter is a deputy of the Poltava City Council from the “For the Future” party and the head of the budget commission. Previously, the founder and director of Alsvit Plus was Olga Misiyko from Brovary, and before that it was owned by the Greek Asimis Georgios from Kyiv.

The manufacturer “Bishofit MD”, headed by Maxim Bychkov, is owned by Poltava residents Mikhail Nemirovsky and Anna Pryadko, the daughter of Poltava politician Valery Pryadko. In 2021, he was sent to jail for a corruption crime, but in 2023 he was released.
