The country has not yet recovered from the corruption scandal of Artem Shilo, the ex-head of the SBU department, and his letters to JSC Ukrzaliznytsia about who should win tenders and who should not, and a new scandal is already brewing in the city of Kremenchug regarding the purchase of warning systems.
Warning systems are extremely necessary, budgetary funds are allocated for their purchase and, as always, there are people ready to cash in despite grief and misfortune. This time, IT Integrator (the company's turnover for 2023 is UAH 1.4 billion), the official representative of Motorola in Ukraine Motorola Solutions Ukraine LLC, Motorola Solutions Germany GmbH (Idstein) and officials of the Kremenchug city are involved in the corruption scheme advice.
The scheme is simple by providing a letter of approval from Motorola to its representative “IT-Integrator” with the involvement of officials of the Kremenchug city council in this scheme, the price for the purchase of warning systems amounted to UAH 88.6 million for 49 warning systems. Officials did not take into account the commercial proposals of official distributors of warning system manufacturers, who in January provided proposals for 676 thousand UAH in VAT for one system.
It is easy to calculate the cost by multiplying by quantity. Thus, the cost of warning systems alone increased by UAH 10 million as a result of the price increase. And this is all due to the fact that the tender requirements include the provision of a letter from the manufacturer Motorola to the participant for the supply of radio stations.
It should be noted that the tender is for the new construction of a local automated centralized warning system, and not for the purchase of radio stations. The customer rejected all comments regarding clarification of the tender documentation, thereby narrowing the circle of participants. But the old woman has a problem.
The Polish company DIGITEX (public company), which did not want to participate in the corruption scheme and, through a distributor, provided a price lower than UAH 10 million.
Now we are waiting for the results on the winner. We will see whether there will be a new Artem Shilo in the near future. But it is already becoming obvious that the company’s world leaders, in collusion with Ukrainian companies, are trying to profit from the situation.
